OVERVIEW: A Better Childhood

A Better Childhood, a national organization dedicated to improving child welfare through the use of litigation, will be expanding. ABC will hire four additional attorneys, and related support staff over the next six months to launch a major five-year effort. The purpose of the litigation will be to more firmly establish a concrete body of law to improve child welfare systems by taking on four to six additional major cases, in conjunction with private law firms throughout the country. The work will include litigation on behalf of children in foster care and children under court supervision for reports of abuse and neglect. It will be led by Marcia Lowry, who has developed much of the law that already exists in the area and will seek to expand that work to create broader rights. The work will be limited only by our own imaginations and legal skills. 

ABC will be opening a New York office to take on this five-year project, which has received funding for this ground-breaking work. We will be hiring a senior attorney, and three additional attorneys with a range of experience. 


The senior attorney should have ten years experience in federal court litigation; all attorneys should have a minimum of three years litigation experience and excellent writing skills. Knowledge of child welfare systems is desirable but not required.

Salary depending on experience.


Attorneys’ responsibilities include, but are not limited to:

-Senior attorney — Supervision of staff attorneys, work with Executive Director to develop appropriate cases, help develop legal theories, play a major role in the litigation;

-Staff attorneys — Work on legal research and the development of legal theories;

-Research specific areas of child welfare practice and law to identify the areas in which litigation-based reform is necessary;

-Work on developing and implementing intensive, fact-based litigation, and in monitoring court-ordered reforms;

-Analyze and compile child welfare data and initiate and remain in contact with stake holders in specific geographic regions throughout the country, in consultation with the Executive Director.



-Graduate from ABA-accredited law school.

-Admission to the bar in any jurisdiction.

-Senior attorney — Minimum of 10 years of federal court litigation experience for senior attorney applicants.

-Staff attorneys — Minimum of three years of litigation experience for staff attorney applicants.

-Excellent research, writing, and organizational skills.

-Demonstrated interest in public interest work.

-Passion for ABC’s mission.  

-Ability to work independently and collaboratively, listen and learn from feedback, and make decisions in accordance with established policies.

-Attentiveness to detail and to overarching goals.

-Ability to thrive in a busy, multi-tasking, and time-pressured environment.
