Overview

The Chief Program Officer (CPO) is a critical member of the leadership team. In collaboration with the CEO, the CPO will articulate and implement the strategic vision and leadership of the agency; lead and oversee direct programming of Adoptions Together, to include counseling, training, home study, foster care adoption, domestic infant adoption, and family find services. The CPO will be a subject matter expert in areas that create and sustain permanency including adoption, foster, kinship, and guardianship care and have a sound foundation and understanding of the impact of pre-and post-natal trauma, attachment disruption, trauma-responsive care, and the clinical models that best respond to the needs of this population. The CPO will work with the CEO to establish new programs consistent with the organization's mission, vision, and values.

Essential Functions & Responsibilities

  • Leadership & Staff Management. In coordination with the CEO and executive leadership team, play a key role in the overall development, strategic planning, service delivery, and management of the organization. Supervise program leaders; working closely with them to build their skills and confidence so they can mentor, encourage, and motivate all staff. Experience with, or a desire and ability to develop skills around fundraising and development as well as working with a board of directors. This position is a possible successor for the CEO within 3 to 5 years.
  • Program Oversight. Oversee the coordination, integration, and delivery of all programs, contracts, and related services, promoting collaborative relationships between program areas and ensuring that the expectations of funders, partners, constituents, clients, and other stakeholders are consistently met and effectively communicated.
  • Business Development. In partnership with the CEO and in accordance with the strategic plan, develop and implement new initiatives that reflect the organization's mission. Monitor emerging needs and serve as liaison to key agencies and organizations.

Education & Experience

  • Master's degree or Ph.D. in social work or related field.
  • Must possess clinical licensure in Maryland; additional licensure in Virginia and the District of Columbia is preferred.
  • 10+ years of experience in the provision of direct clinical services to children and families.
  • 5+ years of clinical supervisory experience in a therapeutic setting preferred.
  • Must also have 10+ years in management with experience supervising staff and projects, program management, public-private partnerships, data collection and management, and reporting.

Preferred Skills & Abilities

  • Senior-level clinical and supervisory background providing services to children and families in the areas of adoption, foster care, permanency, pre-and post-natal trauma including developmental trauma and attachment disruption.
  • Exceptional leadership and management skills that motivate and build high-functioning teams.
  • Excellent communication skills, both written and verbal, with the ability to represent the organization externally across a wide range of stakeholders and constituencies.
  • Ability to effectively collaborate with the board and the development team to fundraise successfully.
  • Established ability to train other professionals in clinical theory and practice.
  • Knowledge of licensing requirements to confirm all services provided are compliant.
  • Expertise in the macro and micro issues associated with children, families, and the systems they interact with.
  • Ability to keep current with trends in child welfare, mental health, neuroscience, resiliency, treatment, public and private resources (policies, regulations, and issues).
  • Ability to maintain positive relationships with community stakeholders, funders, and agency colleagues.
  • Highly organized with a demonstrated ability to analyze and compile complex data for planning and reporting purposes.
  • Demonstrated commitment to the values of diversity, inclusiveness, and empowerment.
  • Comprehensive working knowledge of program planning, organizational structure, budgeting, administrative operations, and development.

Additional Notes

Each employee is required to complete (and maintain as necessary) a physical exam to include a TB test, a criminal background check in identified jurisdictions, and Child Protective Services Registries check in identified jurisdictions and orientation training.

Local travel to MD, DC, and VA offices is required periodically. Maintenance of a valid driver's license, vehicle insurance, and safe driving record with the ability to transport clients as necessary.
