We are looking for a short-term consultancy to create a guiding note(s) on how international and regional civil society groups can provide a range of legal, rapid response, protection and resourcing support to protest movements globally and at the regional level.

About the Vuka! Coalition for civic action

The Vuka! Coalition for Civic Action is a civil society coalition established in 2017 to secure crucial short-and long-term victories to regain civic space and incubate new forms of resistance and organization. Currently, CIVICUS serves as the Secretariat of the Vuka! Coalition.

The Vuka! governance structure provides a fluid, flexible and responsive platform to facilitate better information-sharing, coordination and cooperation across each Action Team and among the coalition Allies. The governing structure of the coalition consists of a 19-Member Civil Society Steering Group, 6 Action Teams, over 200 Allies and a Secretariat.

Background 

In 2020 Vuka! sought to mobilise its diverse cohort of international, regional and national allies to host two dialogues on deepening international support for national and global protest movements. One of the principal recommendations from these dialogues is to help ensure that national and global protest movements can more readily access a range of support mechanisms currently provided by regional and international civil society organisations. 

Tasks and responsibilities        

The consultant will research and develop a guiding note(s) which articulates where protesters can solicit a broad range of support, including, inter-alia, legal, physical and digital security, rapid response, resourcing, from ICSOs and regional CSOs who are members of the Vuka! Coalition. This guiding note should also be adapted to regional contexts for the major regions (Sub-Saharan Africa, MENA, LAC, Europe and the Americas). The consultant will work closely with the Vuka! Secretariat and the co-chairs of the Vuka! Thematic Initiatives and Rapid Response Action Teams.

Milestones 

  • Week 1: Mapping the available resources ICSOs and regional CSOs have to support protest movements.
  • Week 2: Conducting interviews with Vuka! Allies to inform the guiding note and enable regional contextualization. 
  • Week 3: Drafting all text for the guiding note(s).
  • Week 4: Working with relevant CIVICUS teams to support the design and translation of the guiding note(s). 
  • Week 4: Working with relevant teams to develop and deploy a dissemination strategy.

Key requirements 

  • Fluency in English 
  • Fluency in other UN language desirable  
  • Experience in civic space research/ protests movements
  • Experience drafting similar guiding notes/toolkits 
  • Experience working with the civil society sector or with social/protest movements
