The Associate Director for Business Development (ADBD) will operationalize all aspects of USG new business strategy at Partners of the Americas. The ADBD will liaise with Technical Units to advise on new business strategies and go/no go decisions for bids. In addition, the ADBD will support new business efforts including marketing, pipeline building, positioning, capture, and bid management/execution. The position will also mentor and train staff at all levels as they undertake business development functions.

Roles and Responsibilities:

  • Proposal Development: Manage proposals following established procedures ensuring high quality and responsive submissions.
  • Provide counsel and advice on all proposal efforts, from positioning to proposal management and execution. Serve as a sounding board for proposal teams in developing cogent, winning approaches (both technical and cost) during all stages of proposal development.
  • Contribute to technical incubators/design sessions and review teams (both technical and cost) to ensure development of high-quality proposal submissions; troubleshoot where necessary and support post-review efforts as needed.
  • Coordinate closely or support other BD functions, including Recruitment and Pricing.
  • Coordinate closely with technical units to execute new business priorities and complementary training needs.
  • Marketing In coordination with the VP for BD, to develop and implement marketing plans to cultivate relationships, build pipeline, and articulate and sell Partners of the Americas’ services to clients and partners.
  • Conduct scoping trips as needed obtain market intelligence in all stages of the proposal effort and enter information into the CRM system.
  • Build a Pipeline of funding opportunities working closely with technical units to ensure that new business efforts are prioritized and resourced appropriately. Ensure that pipeline is “healthy,” consisting of biddable and winnable near-, medium-, and long-term opportunities.
  • Supports Monitoring, Evaluation and Learning processes and deliverables, and identify training needs and related training programs, and serve as BD trainer as requested.
  • Performs other related duties as required.


Qualifications & Requirements:

  • Bachelor’s degree with 7 years of relevant experience; or master’s degree with 5 years of relevant experience in USG Business Development, Proposal writer or related.
  • Strong knowledge of USAID procurement.
  • Excellent oral and written communication skills in English and Spanish, and strong writing and editing skills.
  • Considerable skills and experience in U.S. government donor regulations, particularly USAID to support compliance of project and organization’s requirements laid out in contracts and cooperative agreements.
  • Experience in an international development donor funded setting, required.
  •  Experience organizing and managing project knowledge/information and/or with Monitoring, Evaluation and Learning systems, preferred.
  • Legally eligible to work in the U.S. without Visa sponsorship in the future, required.
