PRIMARY FUNCTION/PURPOSE:  Ensures the integrity of accounting information through the accurate and timely recording, verifying, consolidating, and entry of financial transactions, accruals, and other accounting adjustments.  Applies extensive knowledge of the practical application of complex accounting principles in relation to IFES’ donor-funded operations. Actively supports the General Ledger (GL)/Account Payable (AP) Manager and Director of Accounting in the assessment, design, and implementation of business process improvements that support greater efficiencies and enhanced value for IFES.


  • Manages new vendor setup to include reviewing it for accuracy and providing necessary approvals in the Cost Point Accounting System.
  • Prepares recurring journal entries on the monthly basis and assesses the need for any adjustment to standard entries.
  • Prepares and records correcting and adjusting journal entries or AP vouchers as required.
  • Reviews and posts AP vouchers in the Cost Point system.
  • Reviews and posts Cash Receipts transactions in the Cost Point System.
  • Manages, maintains and balances subsidiary ledgers, including fixed assets, by verifying, allocating, posting, reconciling transactions, and resolving discrepancies.
  • Serves as point of contact for GAAP team related questions or concerns and collaborate with various teams.  
  • Continuously assesses updates to GAAP and other accounting standards and supports the Senior GL/AP Manager and Director of Accounting in planning accounting rule adoption by IFES.  
  • Works with supervisors and other Accounting Unit staff to assess accounting procedures and design improvements including process automation and streamlining.
  • Assists in the development and maintenance of IFES’ accounting system to ensure data integrity and financial reporting in alignment with generally accepted accounting principles.
  • Prepares Forms 1099 annually.
  • Prepares and files Arlington County Business Tangible Property Tax Return.
  • Prepares and files IFES’ Business License Tax Return.
  • Collaborate on and supports external audits by closely analyzing general ledger accounts and providing supporting documentation and other information requested by auditors.
  • Ensures compliance with all legal requirements.
  • Ensures the confidentiality of all IFES information and proactively works to protect organization data.
  • Analyze and prepares bank account reconciliation schedules, identifies and resolves discrepancies.
  • Analyze and improve IFES GL reconciliation processing.
  • Streamlines reconciliation processes using Deltek CostPoint.
  • Reconciles payroll related balance sheet accounts.
  • Performs other duties as required.

DECISION MAKING/PROBLEM SOLVING:  Continuous assessment of appropriate accounting treatments using technical knowledge and collaborative engagement. Identifies multi-faceted problems affecting achievement of goals, requiring research into internal and external factors. Analyze and interpret issues and propose alternative solutions relying on knowledge of professional standards and principles. Consult with necessary stakeholders to develop or introduce new and improved methods or procedures.  

FISCAL RESPONSIBILITY:  Responsible for monitoring transactional data and other accounting entries for accuracy and reasonableness in support of departmental efforts to ensure the overall integrity of all financial data and reporting.  

RELATIONSHIPS:   Maintain collaborative working relationship with team members and other staff, both within the headquarters and field officesBuild and maintain relationships with internal and external partners through effective customer service response and problem resolution. Requires highly developed interpersonal skills involving active listening, creativity, and problem solving to assure desired outcomes.

SUPERVISION EXERCISED:   May supervise entry level and professional level Finance Team members.


Education:  Bachelor’s Degree in Accounting, Finance, or related field required, CPA or other professional certification desired. Experience: 6 years of Finance or Accounting experience and experience with CAS/GAAP. Prior experience with account reconciliation, preparation of financial statements, and experience with audits. Experience with USAID and non-USG donor accounting procedures and government grants and contracts accounting is a plus.

Related Skills or Knowledge: Necessary skills and knowledge include in-depth knowledge and understanding of GAAP, accounting research skills, data analysis, attention to detail, deadline-oriented, ability to manage confidential information, advanced organizational skills, strong problem-solving skills, excellent communication skills, and strong knowledge of Microsoft Office. Experience with Deltek. Proven track record of managing multiple priorities across multiple platforms with tight deadlines. Strong team building and management skills. Effective written and verbal communication skills are required. Supervisory experience a plus.

LANGUAGE SKILLS:  Fluency in English required.  Fluency in other languages highly preferred such as Spanish, French, Arabic, or sign language highly desired.
