Safer Together is a new, privately funded organization, under the fiscal sponsorship of nonprofit SF New Deal, focused on providing free COVID-19 rapid antigen testing and supportive services. For our schools and youth programs to reopen and operate smoothly and equitably, Safer Together works with community-based organizations to address a huge question: what happens when a child, teacher or staff member tests positive?

Program Manager Job Description and Duties

We’re a start-up organization so this role combines operations, compliance, research, and program development and management responsibilities. This person will be responsible for the design and implementation of rapid COVID-19 antigen testing operations at multiple school sites, as well as supportive followup services with youth or staff who might test positive. This person will ensure that proper protocols, training, and regulatory requirements are met. During this pandemic, new research and guidelines are updated often, and this person will need to stay abreast of this information and implement changes as needed. Duties of this position will evolve as the company moves from piloting testing scenarios to mass roll-out across various communities in San Francisco. This person will have existing playbooks on rapid antigen testing in schools from the California Department of Public Health, and will need to use those in the design of Standard Operating Procedures (SOPs) for Safer Together.

Job duties include:

• In conjunction with the Outreach Director, design and scale rollout from initial pilot programs to larger, wide-spread testing programs in multiple communities and locations.
• Research and review compliance to ensure our activities conform to federal, state, and local laws and institutional regulations.
• Monitor our programs to ensure we operate at high standards of ethics, legality, integrity and responsibility
• Develop internal policies that ensure both compliance and effectiveness
• Provide support to programs so they are developed appropriately
• Assessing risks for programs & developing policies and procedures to mitigate risk
• Oversight of process design and mapping of testing logistics that include patient intake, sample collection, and reporting; drafting and implementation of Testing SOPs.
• Oversight of process design and implementation for remote laboratory setups, including safety and compliance Laboratory SOPs.
• Identify staffing needs/roles, recommend recruitment strategy for your team, and design and implement training programs for laboratory staff and volunteers.
• Oversight of supply chain management for tests and PPE, with consideration of workflow changes and program scaling.
• Review, select/design and implement a software platform for data management of registration, consents, and reporting.
• Develop, monitor, and analyze key metrics for the day-to-day performance of the operations to ensure optimal efficiency
• Accountable for fulfillment of regulatory requirements, including oversight and compliance on training records and certifications of staff and laboratory.

Qualifications

• Education: Bachelor's degree preferred

Preferred Knowledge, Skills, and Abilities

• Rigorous and detail oriented approach
• Stellar communicator. English is our primary language to communicate but candidates with additional Spanish or Chinese language proficiency are highly desirable
• Interest in public health, mental health, and wellbeing, particularly related to youth and families
• Previous regulatory and/or Quality and Risk Management experience a plus, but not necessary
• Startup mindset that can work across roles and needs that emerge
