California Calls is a broad and powerful alliance of 31 grassroots, community-based organizations spanning urban, rural and suburban counties across the state. We engage, educate and motivate new and infrequent voters, including young people, communities of color, and poor and working-class neighborhoods to make California’s electorate reflect our state’s diverse population. Through our bottom-up approach, we are organizing voters and residents most impacted by budget cuts and deteriorating public services in support of systemic, progressive policy solutions to our state’s fiscal crisis. Working together with communities who are often left out of policy decisions, we believe we can reclaim the California Dream of equality, opportunity, and prosperity for all Californians.

The Policy and Campaign Director is responsible for development of research, policy analysis and campaign development to advance California Calls long term structural policy goals and immigrant communities. The Policy and Campaign Director works collaboratively with senior management, California Calls Anchors and strategic partners.

Responsibilities and Expectations:

Policy Analysis and Campaign Development

●       Directs the development and implementation of California Calls policy priorities, campaigns and advocacy work

●       Oversees and conducts research, analysis and advocacy for policies related to California Calls policy agenda, including pending legislation and ballot initiatives.

●       Directs the development and implementation of policy campaigns in collaboration with Senior Leadership

●       Tracks the state policy and political landscape, including legislative and initiative landscape.

●       Uses power analysis and other analytical tools to assess power dynamics on a given campaign and produces reports, landscape, and power analysis to keep staff, leaders, agenda. We are looking for a dynamic, detail-oriented, and analytical person to help lead bold campaigns, build powerful coalitions and strengthen the voice of low-income, people of color, anchors and allies informed on key policy issue areas (labor, education, health & human services) and build consensus/alignment around campaign priorities and strategies.

Coalition Building and Campaign Leadership

●       Leads statewide campaigns and manages coalitions, strategic relationships, and collaborations.

●       Maintains relationships with state lawmakers and allies to influence policy making and push forward California Calls Policy agenda and priorities

●       Provides leadership and activates California Calls anchor organizations and allies in promoting agreed upon policy priorities.

●       Develops training materials and conducts training as needed for staff and California Calls member organizations on policy priorities.

●       Assists in evaluating the effectiveness of campaign messaging and materials and provides feedback for improvement and tailoring to different audiences.

●       Designs and maintains systems to track outreach efforts and results

●       Manages, in collaboration with senior management staff, internal alliance meetings and processes.

●       Provides reliable, timely analysis and strategic guidance on California Calls policy priorities including the development and dissemination of policy memos or recommendations regarding policy positions.

●       Develops written analyses (memos, fact sheets) and graphic presentations of findings into power point presentations.

Organizational Leadership and Management

●       Represents California Calls externally to key stakeholders

●       Excellent Project Management to effectively manages multiple complex projects in varying stages of development while meeting deadlines

●       Evaluates progress, identifies patterns and problem areas, and implements effective solutions to increase efficiency

●       Provides leadership in building internal synergy and coordination between California Calls components; thinks and acts in the best interests of the organization

●       Inspires and motivates staff, anchors and partners to perform at their best and collaboratively

●       Develops, Tracks and Monitors the Alliance/Policy Budget and assists with fundraising

●       Provides training and direction to the policy team and all staff

●       Manages campaign and research consultants

Qualifications and Skills:

●       B.A. or graduate degree in public policy, political science, or related field preferred but not required

●       Formal training and professional experience in organizing preferred but not required.

●       A strong commitment to social justice and an understanding of the needs of low-income communities in California.

●       At least 5+ years of experience in a leadership role managing a coalition or campaign on issues of importance to low-income communities of color.

●       Strong advocacy, consensus-building, coalition-building, and leadership skills

●       Exceptional communication skills, both written and oral; experience as a public spokesperson and advocate; ability to analyze and articulate policy concepts and other complex issues and to communicate them to a variety of audiences.

●       Rigorous commitment to accuracy, strong analytic, research and writing skills, and the ability to work on multiple tasks.

●       Prior knowledge and experience of tax and fiscal policies, state government legislative processes, or initiative measures is a plus.

●       Ability to build relationships with relevant policy partners (government, policy think tanks and academic institutions).

●       Willingness and ability to take direction and function well within a team structure.

●       Strong knowledge of word processing, power point and spreadsheets.

●       Verbal or written fluency in a second language is a plus.

General Requirements:

·      Valid driver’s license, personal car insurance, a personal vehicle in good working condition with valid registration

·      No later than the first day of employment must provide acceptable documents for proof of identity and employment authorization in the United States for Form I-9

$85,000 - $105,000Salary commensurate upon experience.
