POSITION SUMMARY: The Family Subsidy Quality Assurance Coordinator provides efficient, accurate, timely reviews and support to the department’s case file compliance. Under the supervision of the Family Subsidy Manager, the Family Subsidy Quality Assurance Coordinator conducts internal reviews of family subsidy and payment files and database, in order to assess overall department compliance with state, federal, city, and agency policies and procedures. This position has an emphasis in Program-Procedures Compliance.
· Performs regular weekly file reviews of subsidy case management files, payment files, and data entry.
· Tracks compliance of policies, procedures, state and federal laws, regulations, and agency best practices.
· Updates and maintains reporting tools to track compliance, performance data, and areas of training to improve file review process, procedures, and policies.
· Meets with and helps all Family Subsidy staff to examine findings and provide support in understanding program requirements, procedures, performance gaps and corrective actions.
· Prepare, review and distribute reports from agency databases to assess accuracy of FSS data entry.
· Collaborates with Family Subsidy Managers to plan refresher trainings for staff as needed.
· Remain current on city, state, and federal child care regulations, by actively seeking collaboration and communication with funders, community partners, and consultants.
· Attends meetings, trainings, and conferences via CDE, CCDAA, CAPPA and other organizations as appropriate for program compliance, functions, and responsibilities.
· Collaborates with Family Subsidy Manager to develop, revise, and implement file review materials and procedures.
· Identifies and tracks possible fraud/complaints of misuse of funds, or other areas of potential fraud trends.
· Responds to external reports of potential fraud and reports to the appropriate manager.
· Contributes recommendations for development of agency policies, procedures and materials (i.e. handbook, forms, and database features), to enable the Family Subsidy Department to stay current with funding regulations and agency practices.
· Continually seeks ways to simplify enrollment and eligibility process for families while maintaining compliance with funding regulations.
· Other related duties as assigned.
· High School Diploma plus 3-5 years’ experience working in human services or child development. BA/BS in Child development with at least one years’ experience working in human services preferred.
· Minimum of two (2) years’ experience working in human services or child development field.
· Prior experience working with government social service/public benefits systems and policies.
· Experience interpreting and applying state laws, regulations, and federal compliance requirements.
· Knowledge of San Francisco community resources and Child Development Programs.
· Hands on experience interpreting data and using analytical skills.
· Experience with taking the leading projects and being able to identify overall trends and corrective action.
· Excellent written, communication, and work ethnic focused on supporting a diverse client and customer base.

· Maintain the strictest level of confidentiality and ethical standards.
· Proficiency and experience using Microsoft Office Suite and other computer and database systems.
· Ability to work with minimal supervision.
· Excellent written and communication skills with a high degree of competence in public speaking.
· Occasional evening and weekend work.
· Mental acuity to perform the essential functions of this position in an accurate and timely fashion.
· Dexterity to use office equipment; the ability to sit and work at a desk for extended periods of time.
· Ability to speak, hear, and understand speech at normal room levels.
· Physical agility to bend, stoop, walk, climb four flights of stairs if required.
