JOB TITLE: Director of Economic Development Programs

REPORT TO: Executive Director

STATUS: Exempt/Full-Time

COMPENSATION: $90,000, full health insurance, paid leave


GENERAL SUMMARY: The SF LGBT Center seeks to hire a Director of Economic Development Programs. This position has overall responsibility for the department, including: team management, program development, budget management, outreach, external stakeholder relationship management, processes and systems for the department, and management of funding contracts and subcontractors. The Director of Economic Development will oversee and supervise the following programs: Workforce and Trans Employment Programs, Small Business Program, and Financial Programs. ESSENTIAL JOB FUNCTIONS:


Team Management: Model and cultivate a strong and healthy workplace culture with a whole-person approach to management and supervision. Directly supervise Employment Services Manager and Financial Services Manager as well as program staff during vacancies in program manager positions. Support program managers to:

  • Provide direct supervision that ensures each staff member has ongoing support for direct service provision (including work with vulnerable clients) and community engagement
  • Create an individual work plan for each staff member that supports sustainable capacity for program deliverables and includes professional development strategies
  • Incorporate team leadership values in team functions and management


Program Development & Implementation: Overall responsibility for developing all aspects of long and short-term program plans, strategies, program evaluation and department budget. Department includes Employment Services, Trans Employment Program, Financial Services and Small Business Program.

  • Lead program team(s) in developing, tracking and assessing annual program plans
  • Lead program teams in creating outreach strategies and coordination of marketing, communication, and outreach with Director of Communications
  • Ensure alignment of programming with grant deliverables and program priorities
  • Ensure data collection and program evaluation that measure program impact and supports reporting requirements for grants and contracts
  • Maintain relationships with funders, collaborative partners, professional networks, and other community groups supporting collaborative programs and activities, referrals, and initiatives


Fiscal Management & Fundraising: Overall responsibility for developing annual program budgets and grant/contract budgets; responsibility for maintaining relationships with government, corporate and foundation funders; grant writing (with the support of consultant grant writers) and grant administration for the program.

  • Develop annual program budget that aligns program needs with funding sources including restrictions and/or funding limitations
  • Serve as the lead for government contracts, including negotiation of contract deliverables and contract budgets, tracking and reporting of program performance metrics, and compliance with reporting
  • Serve as the liaison for corporate and foundation funders, including negotiation of contract deliverables and budgets, grant writing, and reporting
  • Track and monitor program and grant budgets, revise budgets as necessary to meet program deliverables


Other Related Duties:

  • Coordinate economic development program activities with other agency departments including resource development, grant writing, communications, data management, volunteer program, and other program teams
  • Serve as a member of the Center’s leadership team, including engaging the team in agency initiatives and projects
  • Other related duties as assigned


ESSENTIAL QUALIFICATIONS:

  • Understanding of the needs of vulnerable LGBT communities, strategies to meet their needs, and ability work with a broad range of constituents, program participants, and stakeholders representing the full diversity of the LGBTQ and allied communities
  • Minimum of 3-5 years management experience
  • Commitment to the mission of the SF LGBT Center and a strong commitment to racial, social and economic justice
  • Preferred experienced in economic development program design and implementation, staff supervision, and program evaluation
  • Strong communication and interpersonal skills and ability to work both independently and within a team-oriented organizational structure
  • Innovative and entrepreneurial approach, including solution-oriented approaches to complex issues. Commitment to alternative organizational structures and leadership models that share power and decision making with team members effectively
  • Experience in managing teams and supervising staff with a wide range of work styles and a racial equity lens
  • Ability to work in a culturally-diverse and fast-paced environment
  • Excellent computer skills, including experience with Microsoft Office (Word, Excel, PowerPoint, Access, Outlook); experience with project management tools
