The Council of Large Public Housing Authorities (CLPHA) is a non-profit organization that works to preserve and improve public and affordable housing through advocacy, research, policy analysis, and public education. Our membership includes 70 of the largest and most innovative public housing authorities across the country. The CLPHA membership collectively owns and manages nearly 40 percent of the nation’s public housing stock, administers more than a quarter of the Housing Choice Voucher program, and provides a wide array of other rental assistance. CLPHA members also make vital services available to the more than one million low-income households they serve in federally assisted housing.
CLPHA is an industry leader in cross-sector alignment through its Housing Is Initiative. Housing Is helps broaden and deepen efforts to align housing, education, and health organizations to produce positive long-term outcomes for those experiencing poverty. Collaboration across systems and sectors—through shared goals, focused resources, and coordinated efforts—strengthens our collective ability to serve the needs of low-income individuals and families effectively and efficiently. Housing Is fosters sustained alignment and collaboration across systems and sectors by leading the following efforts: partnership building, convening a national community of practice, identifying and promoting best practices, supporting policy and advocacy that promotes cross-sector collaboration, developing resources for practitioners and policymakers, managing pilots and peer learning cohorts, and providing relevant training and consultation.
About the Position
A role within CLPHA’s Housing Is Initiative, the Health Policy Manager will work under the leadership of the Director of Cross-Sector Initiatives and focus on furthering the goals of the Housing Is Initiative generally to create and strengthen partnerships between housers and other sectors, disseminate best practices, contribute to major Housing Is efforts such as the annual Housing Is Summit and business development and grant management activities. This position will have a particular focus on housing and health partnerships and will work on CLPHA’s portfolio of health and housing projects, including pilot programs, current and future grant opportunities, research, and advocacy. The Health Policy Manager will build working relationships with CLPHA members, organizational partners, funders, and government officials.
The ideal candidate will have the following expertise: health policy for low-income populations: cross-sector health and housing research and initiatives: demonstrated acumen for developing new relationships and balancing multiple projects: strong analytical and writing skills: and familiarity with low-income housing programs. Grant experience and grant writing is a plus.
The position of Health Policy Manager at CLPHA is a versatile one, involving a variety of tasks, often at the same time. The manager will be expected to learn about new and evolving policies, build up subject matter knowledge quickly, and interact frequently with many different stakeholders.
