Job Description

Over the past 80 years, the International Rescue Committee (IRC) has developed unparalleled expertise in responding to emergencies and helping uprooted communities to rebuild. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees, and internally displaced persons forced to flee from war or disaster as well as hosting communities. The Economic Recovery and Development Technical Unit (ERD TU) is responsible for providing dynamic, innovative support to IRC's field offices for their economic and livelihoods programming. This unit promotes best practices and ensures the IRC delivers high quality livelihoods programs.
Job Overview:
The position is responsible for supporting ERD TU in effective day to day management and operations within the unit. This includes overseeing salary planning and allocations as well as human resource management and communications. S/he will ensure that all the necessary IRC systems, policies and procedures are understood, and used by ERD Unit team members. Where policies and procedures do not yet exist, the position will be responsible for working with relevant departments and staff to develop them.
Major Responsibilities:
Salary Management
* Support the ERD Deputy Director in ongoing salary planning and maintenance of country coverage portfolios for a team of 25+ staff
* Manage salary funding for the TU, ensuring proper allocation and tracking of effort reporting
* Prepare and submit monthly TETRA (time and effort) reports and ensure all approvals according to relevant deadlines
* Liaise with grants staff at the country level and at HQ to ensure appropriate spending according to T&E and budget availability
* Prepare and disseminate weekly team updates and maintain team calendar
* Coordinate and lead internal team meetings, developing and scheduling relevant presentation topics in coordination with the Technical Director and Deputy Director
* Support monthly calls with ERD leadership and IRC external communications to ensure alignment on communications priorities
* Provide support in the creation and dissemination of subject-specific newsletters from the cash, livelihoods, and P&A teams
* Draft internal and external communications as needed and maintain contact lists
* Support the dissemination of ERD tools and resources to external audiences
* Support the development and maintenance of ERD rescuenet and pages
Human Resources
* Oversee and coordinate onboarding of new ERD staff
* Provide admin support to recruitment and hiring of ERD staff, including submission of relevant paperwork
* Liaise with HQ and local HR offices on relevant HR issues
Project Management
* Work closely with the Technical Director, Deputy Director, and Senior Strategy Advisor to support the development, project management, and monitoring of overall team workplans in line with the ERD team strategy
* Coordinate inputs and responses to organizational metrics with the Technical Director
* Facilitate operations and ERD leadership team meetings, preparing bi-weekly meeting agendas and ensuring follow-up on relevant deliverables
Support to Technical Director
* Support scheduling and travel booking for Technical Director
* Work with Technical Director on additional projects as needed
Departmental Support
* Represent ERD in ongoing intra-departmental projects, working closely with operations support leads from other technical units
* Maintain ERD records and tracking for use by departmental leadership

Job Requirements:
Education: Bachelor's degree or equivalent in international development, human rights or another field related to the IRC's work.
Work Experience: Minimum of one to two years of work experience is required, preferably within a non-profit organization, providing administrative support and project and budget management responsibilities in a fast-paced, professional environment.
Demonstrated Skills and Competencies:
* Strong Microsoft Office skills and experience with organizational information and financial systems
* Excellent interpersonal and oral and written communication skills; demonstrated ability to successfully work in a fast paced environment, within and across departments/functions and develop positive relationships with locally and remote based staff.
* Aptitude for and interest in providing creative means of training and developing staff in organizational systems and procedures
Language Skills: Foreign language skills advantageous (French, Arabic)
