Introduction and Overview:

Maryland Legal Aid (MLA) is a private, non-profit law firm that provides free, civil legal services to low-income individuals in Baltimore City and Maryland’s 23 counties from 12 full-service offices. The firm provides life-changing legal assistance to clients in a wide range of matters including, but not limited to, family, housing, government benefits, healthcare, employment, and consumer law. MLA also represents children in CINA (Child in Need of Assistance) proceedings in 16 jurisdictions. Other vulnerable populations, such as homeowners facing foreclosure, migrant and seasonal farm workers, people with developmental and mental health disabilities, nursing home and assisted living residents, veterans seeking benefits and assistance with related legal issues, and individuals with expungable criminal records also receive representation through specials projects.

The Maryland Center for Legal Assistance (MCLA) is a wholly owned subsidiary of MLA. Through a contract with the Maryland Judiciary, MCLA operates the District Court Help Centers in Baltimore City, Cambridge, Catonsville, Glen Burnie, Hagerstown, Salisbury, Rockville, and Upper Marlboro, and the Maryland Courts Help Centers in Frederick and Annapolis (call center). The District Court Help Centers are walk-in facilities that assist with District Court civil matters, including landlord/tenant, small claims, debt collection, and protective orders. In addition, the Maryland Courts Help Centers also assist with a broad range of issues including custody, divorce, and expungement of criminal records via phone, live chat, and the walk-in center in Frederick.

MLA employs 273 staff and MCLA employs 50 staff. Opportunities are also available for law clerks, interns and volunteers. MLA’s 2022 consolidated operating budget is projected at $33, 000,000.00.

Job Summary:

The Director of Human Resources (HR) for Maryland Legal Aid (MLA) provides executive-level leadership and guidance to MLA’s HR operations across the State of Maryland. The Director serves as a strategic and operational leader who oversees HR functions including talent acquisition and management; organizational development; employee relations; labor relations; on-boarding and off-boarding; performance management; training and staff development initiatives; policy administration; and compensation and benefits design and administration. The Director is responsible for developing, enforcing, and evaluating MLA’s human resources policies, procedures, and best practices in accordance with federal, state and local laws and MLA’s Collective Bargaining Agreement. In addition, the Director of HR, in collaboration with other senior executive staff, identifies and implements long-range strategic management goals.

Duties and Responsibilities:

  • Collaborates with executive leadership and other senior staff to define the organization’s long-term mission and goals and identifies ways to support this mission through talent management.
  • Identifies key performance indicators for the organization’s human resource and talent management functions and assesses the organization’s success and market competitiveness based on these metrics.
  • Oversees the administration of human resource programs including, but not limited to, compensation, benefits and leave; disciplinary matters and terminations; disputes and investigations; performance and talent management; productivity, recognition and morale; occupational health and safety; and training and development.
  • Develops and executes best practices for hiring and talent management, and oversees the recruitment, selection process, and onboarding of all MLA staff.
  • Researches, develops, recommends, and implements compensation, benefits, and performance management systems and programs.
  • Assists with resolution of employee and labor relations, compensation, and benefits questions, concerns, and issues.
  • Ensures compliance with employment, benefits, insurance, safety regulations and requirements.
  • Maintains knowledge of laws, regulations, and best practices in employment law, human resources, and talent management.
  • Prepares annual budget estimates for benefit programs to submit to Finance.
  • Participates in Operations Team meetings and other collaborative efforts on behalf of MLA.
  • Performs Plan Administrator duties for benefit plans.
  • Maintains confidential employee records.
  • Consults with legal counsel, senior management, and executive team concerning HR matters.
  • In collaboration with other senior managers, participates in labor/management negotiations with the Union.
  • Consults with MLA managers about the implementation of MLA’s Collective Bargaining Agreement.
  • Participates in professional development and networking conferences and events.
  • Performs other duties as required or assigned by Chief Operating Officer.

Supervisory Responsibilities:

  • Provides guidance and leadership to the human resources management team.
  • Manages a staff of five HR professionals.
  • Recruits, interviews, hires, and trains management-level HR staff.
  • Oversees the workflow of the HR department.
  • Provides constructive and timely performance appraisals of HR employees.
  • Facilitates professional development, training, and certification activities for HR staff.

  • Knowledge of and experience with Workforce Now ADP and/or other HRIS applications.
  • Proficient with Microsoft Office 365 including PowerPoint, Excel, Word, Outlook, SharePoint, OneDrive, Teams, and related applications.

Education and Experience:

  • Bachelor’s degree in Human Resources, Business Administration, or related field required; Master’s or law degree preferred.
  • At least seven years of human resources management experience required.
  • SHRM-CP or SHRM-SCP strongly preferred.

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
