Job Description: The Staff Attorney will work on DRNC’s Prison and Jails Team with the Supervising Attorney. The Team aims to ensure appropriate treatment for people with disabilities in NC prisons and enforce their rights to accommodations required by law. The Team monitors the safety of people with disabilities in NC jails and advocates for implementation of best practices. The Team uses the P&A tools of on-site monitoring, investigations, research and reports, coalition building, policy advocacy, and individual and systemic representation to achieve long-term systemic change. The Staff Attorney will identify, develop and implement strategic advocacy initiatives that promote the Team goals.

 

Job Duties include:

·        Provides effective advocacy and high quality representation of people with disabilities consistent with DRNC’s annual targets and case selection criteria through development and implementation of case strategies and activities, including negotiation, mediation, representation in administrative proceedings, individual and systemic advocacy and litigation

·        Provides advice and assistance to DRNC’s clients, including writing letters with information/assistance/referral as appropriate, memoranda and drafting pleadings on behalf of DRNC’s clients

·        Analyzes and interprets federal and state laws, rulings and regulations; remains abreast of legal developments in disability law and other related legal/ethical fields

·        Analyzes statutes, regulations, and agency policies/procedures and draft analysis and comment, as appropriate, in collaboration with DRNC policy staff

·        Provides technical assistance to attorneys and advocates regarding the rights of individuals with disabilities

·        Assists in the planning and development of Disability Rights NC’s program priorities and develops work plans as assigned

·        Prepares written materials and conducts activities for the education and training of consumers, coalition partners, professionals, DRNC staff, members of the public and others consistent with DRNC’s annual targets

·        Cultivates, develops and maintains relationships with subject area professionals and advocates, including state officials and agency staff, service providers, advocacy organizations, pro bono attorneys, and community advocates

·        Represents DRNC at coalition meetings, public hearings, stakeholder groups, and/or task forces

·        Mentors interns and paralegals

·        Monitors institutions and other service providers, agencies, or settings, as required

·        Maintains complete and accurate records in DRNC’s case management system consistent with agency policies and procedures

·        Other related job duties as assigned

 

Requirements:

1.   JD degree and admitted to practice law in North Carolina or eligible to sit for

the next Bar exam

2.   Three years of legal experience required

3.   Knowledge of NC criminal law and procedure

4.   Demonstrated commitment to public interest law and protecting the rights of people with disabilities

5.   Communicate effectively, orally and in writing

 

Desirable qualifications:

  • Life experience with disability
  • Experience in a legal services, nonprofit or public interest environment
  • Ability to communicate in ASL, Spanish or another non-English language

 

Essential Functions (with or without accommodations):

4.   Conduct research and analyses of pertinent legal authority

5.   Ability to work independently and collaboratively, collegially, and cooperatively with staff and allies
