The Council of State Governments (CSG) Justice Center is a national nonprofit organization that provides practical, nonpartisan advice and consensus-driven strategies, informed by available evidence, to increase public safety and strengthen communities. CSG Justice Center works closely with legislative leaders, judges, prosecutors, defense attorneys, victim advocates, and others to develop consensus on various, often highly politicized, criminal justice issues and to translate this consensus into comprehensive reports, policy briefs, state and federal legislation, model policies, and innovative programs. CSG Justice Center, not only develops written and web-based materials, but also provides on-the-ground technical assistance to policymakers and practitioners from multiple systems (corrections, mental health, housing, etc.) in states and local jurisdictions.
The CSG Justice Center is seeking a Program Director to oversee a portfolio of training and technical assistance (TTA), aimed at improving criminal justice responses to people with behavioral health needs. This includes TTA delivered under the federal Justice and Mental Health Collaboration Program (JMHCP), the Second Chance Act (SCA) Co-occurring Disorders (COD) grant program, and non-federally funded efforts. This seasoned leader will provide oversight and quality control for the provision of TTA to jurisdictions nationally. An additional and significant focus of the Program Director's responsibilities will be to develop and execute a new national TTA strategy focused on improving law enforcement responses to people with behavioral health needs, informed by the Justice Center's forthcoming Police and Mental Health Collaboration (PMHC) Framework.
ESSENTIAL DUTIES & RESPONSIBILITIES
Specific responsibilities of the Program Director include, but are not limited to, the following:
- Oversee the provision of timely updates on Law Enforcement and Grantee TTA, internally and externally;
- Represent the CSG Justice Center at conferences, partner meetings, and other venues, providing inspiring messaging and representing the interests of the CSG Justice Center;
- Collaborate with senior staff to develop long-range strategies to guide the work of the Behavioral Health Division;
- Monitor timelines, budgets, and deliverables to ensure that responsibilities to funders are met; and
- Ensure that senior staff and funders are aware of relevant initiative developments and that other work in the field is leveraged for the advancement of the portfolio's goals.
- Oversee and set direction for TTA provision for the Justice and Mental Health Collaboration Program (JMHCP) and the Second Chance Act (SCA) Co-occurring Disorder (COD) program. This includes roughly 140 grantees and a team of 7-10 CSG Justice Center staff who serve as technical assistance providers to these grantees;
- Guide quality control efforts for grantee TTA provision overall for the JMHCP and SCA COD programs;
- Directly supervise mid-level managers and oversee the work of all TTA providers;
- Guide the creation of a plan to better highlight grantee TTA and the work of grantees;
- Serve as thought leader and advisor for the JMHCP Category 2 (Law Enforcement) grant track. Advise the TTA providers who are assigned to grantees in this track. Guide the development of tools and resources for this grant track; and
- Ensure compliance with federal awards for TTA and completion of all deliverables on-time and of the highest quality.
- Collaboratively develop vision and strategic direction for a national TTA effort to improve law enforcement responses to people with mental health needs based on the Justice Center's PMHC Framework;
- Work across the Justice Center's Divisions to develop an agency-wide vision and direction for law enforcement work, including setting a policy direction, building and strengthening external partnerships, and developing strategies and business;
- Lead a team of professionals and set ambitious goals for the portfolio;
- Develop viable plan for staffing new efforts and effectively managing growth;
- Develop and maintain relationships with key partners;
- Identify and secure new funding opportunities, develop compelling pitches to foundations and potential clients (e.g., law enforcement agencies and counties);
- Coordinate closely with the CSG Justice Center communications division and partners to develop cogent messaging for the portfolio and a strong marketing plan;
- Lead policy-focused meetings of high-ranking government officials, advocates, and national experts; and
- Guide staff in efforts to synthesize complex information on local policies, programs, and practices, and create viable recommendations and action-oriented reports.
SKILLS & ABILITIES

- Excellent oral communication skills, including the ability to effectively distill and present complex information in a concise way and inspire an audience;
- Proven ability to build consensus, able to expertly manage collaborative decision-making processes with internal and external stakeholders;
- Strong manager of people and projects;
- Efficient, organized work style, ability to prioritize and manage multiple deadlines; and
- Willingness to travel several times per month.
- At least 5-7 years of management or policy making experience in behavioral health, law enforcement, criminal justice, or other related fields.
- Experience leading collaborative planning efforts involving government, non-profit, philanthropic, and private sector partners.
- Track record of working with local and state governments and high-level government officials.
- Demonstrated success in meeting funder deliverables; and
- Experience in business development, compliance, and funder stewardship.
An undergraduate degree. A graduate degree in a related field, such as law or public policy, is preferred.
