SUMMARY OF DUTIES AND RESPONSIBILITIES:
The Manager, Workforce Development holds primary responsibility for all current and future workforce development programs within ECS. Today that includes oversight of the CHEFS Culinary Training Program, Adult Education Center, and two tracks of Hospitality training. The Manager oversees a team of 6.5 FTE’s and is responsible for all aspects of the programs including strategy, growth, execution, grant deliverables, budgets, client experience, staff and program development.
Supervises and supports the team that delivers ECS workforce programs including direct supervision of two Assistant Program Managers, Outreach Specialist, and Employment Specialist.
Holds responsibility for delivering a consistent and exceptional client experience in all programs including achievement of learning outcomes, client satisfaction, and client growth, development and retention.
Provides strategic direction to both the Team and Director on growth and continuous improvements to existing programs. Collaborates with Director on the vision for workforce development and actively promotes that vision through staff development, external partnerships, and implementation of industry best practices.
Monitors progress toward all funder required outcomes and ensures compliance to outcomes and reporting; generates narrative as requested by funders and holds team to highest reporting standards and data accuracy.
Collaborates with the Director and Development Department for proposal-writing, negotiation, and reporting and monitoring of public grants and contracts supporting program activities.
Represents ECS to public agencies, cooperating organizations, and community groups on matters affecting the
organization’s workforce activities.
Leads regular team meetings and participates in regular ECS’s leadership team meetings to advance organizational vision, values, innovation, collaboration, and service integration.
Collaborates with Manager, Social Enterprise and other ECS Managers to leverage workforce development opportunities within the ECS family of services, programs, and facilities.

Bachelor’s degree required
Minimum 4 years of Workforce development experience
Experience in staff supervision, leadership development, and team-building.
Experience working with homeless persons and/or other very low-income people preferred.
Strong written, verbal and interpersonal communication skills.
Initiative, and a flexible, collaborative work style.
Strong computer proficiency, including knowledge of and skill in using word processing and database programs.
Understanding of and identification with the mission and values of Episcopal Community Services.
Must secure annual TB screen. Must be able to meet physical requirements of the position, which may include long
periods of sitting at a desk and/or computer station; lifting items that weigh up to 40 pounds; reaching, bending, and stooping within the daily routine of task and activities. Will honor and abide by Episcopal Community Services rules and regulations, including confidentiality.
