Due to an impending retirement, the Guild for Exceptional Children is seeking a seasoned professional to oversee the HR function.
Main Purpose of the Position
Provides direction re policy development in the areas of recruitment, employment and orientation of personnel, training and development, performance management, compensation and benefits, employee and labor relations, equal employment opportunity, and legal matters. Provides human resource planning in conjunction with the needs of the Agency and is a member of the senior management team.
- Develops, recommends, implements and coordinates policies and programs encompassing all phases of the Human Resources function to assure satisfactory employee relations, competitive compensation and benefits posture, recruitment of qualified staff, accurate record keeping and compliance with Federal, State and City laws.
- Formulates and administers employee relations policy subject to top management guidance and approval, including the development, recommendation and implementation of Human Resources policies and practices as well as assessment and recommendation of management training needs with regard to employee relations issues.
- Develops, recommends and implements changes in the Agency’s organizational culture through changes in stated values, beliefs and example set by management staff.
- Anticipates and influences the management impact of new legislation, regulations and judicial trends. Keeps abreast of trends in the Human Resources field and in business in general through involvement in professional associations, reading materials, seminars.
- Plans and implements organizational and staffing changes resulting from restructuring or growth of the Agency. Ensures changes are cost effective and well communicated in a timely manner.
- Directs the recruitment and placement of applicants for employment to assure employment of the most qualified staff available while complying with Federal, State and local laws.
- Acts as the Plan Administrator for all Guild benefit plans, i.e. 403(b), health, dental, disability, etc. Works with benefit brokers and representatives to ensure plans are properly administered.
- Develops and directs a succession planning and career development program in order to achieve mobility across organizational lines which will allow for greater flexibility in staffing, smoother transition periods if key staff leave the Agency, etc.
- Oversees the resolution of complaints received from the NYS Division of Human Rights, NYC Commission of Human Rights, EEOC or the Federal court working with legal counsel to resolve issues in a manner most favorable to the Guild.
- Maintains proactive relations with CSEA and as the Agency’s EEO officer is responsible for ensuring the Guild is in compliance with all laws and regulations involving Equal Employment Opportunity and Affirmative Action. Investigates all EEO (including sexual harassment) complaints and charges brought about by Agency employees and makes necessary recommendations to senior management.
- Directs and ensures that the preparation of statistical and other information required by the Federal government, i.e., EEO-1 reports, 5500’s, etc. are provided in an accurate and timely manner.
- Directs and recommends the formulation and implementation of compensation and benefit programs to assure the Agency’s competitive posture while being cost effective and in compliance with Federal, State and local laws.
- Develops and monitors a performance management system that is meaningful to managers, employees and the Agency as a whole. Ensures guidelines regarding salary increases are followed in a fair and equitable manner and that employees are reviewed in a timely and objective way.
- Responds to formal and informal grievances submitted by CSEA, ensuring employees receive a fair hearing and a satisfactory resolution.
- Represents the Agency at events important to its future growth, name recognition, etc.
- Participates in Core Training Program for new Direct Support Professionals.
- Attends IAC Human Resources Committee meetings and participates in the Guild Corporate Compliance Committee.
- Hires, supervises, evaluates, develops and terminates assigned staff (3) to ensure staff are productive and motivated.

- Knowledge of and ability to use a variety of software packages, i.e. Microsoft office, ADP, etc.
Education: Bachelor’s degree (Master’s degree preferred) in Human Resources Management, Business Administration, Psychology or related field.
Experience: Ten (10) years experience in human resources management at the management level.
Certification: SPHR, SHRM-SCP preferred
