 POSITION SUMMARY:

We are seeking a Finance Manager who will join our Emergency Programs (EP) team to provide financial support to field operations, program managers, and emergency programs staff. The position will support budget development, monitoring, and grant reporting (private and public), financial forecasting, and provide daily support to emergency programs staff. This position will also support field office start up, day-to-day operations (such as checking proper coding and forensic following of funds), and close out of field operations related to finance. This position should be familiar with private and public grant award management, NICRAs, USAID draw downs, and the Super Circular dated 12/26/14.  This position will provide training and complete other finance tasks assigned. This position will work closely with the HQ Finance staff and in particular, the Manager of Field Operations in Finance.

 DUTIES AND RESPONSIBILITIES:

  • Budget proposal development, monitoring, and reporting for public and private awards
  • Financial forecasting for offices, projects and/or department
  • Direct interaction and day-to-day finance support of projects and response operations, liaising with Finance department as needed
  • Conduct monthly budget vs actual reviews with staff managing projects and/or other funds
  • Track fund movement from project inception to close
  • Lead the financial aspects of foreign office start up including but not limited to coordinating NGO registration with the legal department, tax requirements and banking
  • Support new response operations at headquarters and/or at the field level
  • Support Emergency Programs staff at headquarters and field offices with subgrant awards and monitoring
  • Train and mentor non-finance personnel in the use of financial systems
  • Assist in the completion of other finance tasks, as assigned

 QUALIFICATIONS:

  • Advanced degree in accounting, finance or business administration; preferred BS in Accounting and Big 4 audit experience
  • Five years of humanitarian aid and/or nonprofit experience in finance and accounting, supporting field finance operations
  • Track record that includes working knowledge of US Government rules and regulations, cost tracking, NICRA rate and A133 audit processes
  • Ability and willingness to deploy on short notice and for periods of up to 4 weeks at a time; prepared for up to 25% of time to be spent in the field
  • Interest and knowledge of accounting theory and thought leadership around best practices and trends in the nonprofit financial accounting industry
  • Experience living/working in emergency settings or resource-scarce environments
  • Excellent written and oral communications skills in English; multi-lingual with proficiency in Spanish or French an advantage
  • Strong problem-solving skills – demonstrated ability to apply creative solutions, work effectively in highly fluid and stressful circumstances
  • Self-starter with ability to function as a team player among peers
  • Strong Excel and PowerPoint skills, proficiency in Microsoft Word and Outlook required
  • Must have a valid passport and U.S. driver’s license
  • Must have unrestricted authorization to work in the United States
