Job Summary: The Director of State Programs + Policy is responsible for providing leadership and direction for the California statewide programmatic work and will work in collaboration with our diverse team. The Director of Programs + Policy will also strategize, plan and manage day to day implementation of The Gathering’s public policy agenda. This position will lead the strategic policy agenda for key issue areas and will oversee the execution of innovative and high impact policy campaigns at the state and local level, while working closely with The Gathering for Justice team and other key stakeholders and elected officials. 

Key Responsibilities:

  • Influence and partner with senior leaders to define city, state, and national policy strategy aligned organizational national and statewide strategic initiatives
  • Build and lead high-impact program team; define objectives and processes
  • Develop key documents, including testimony, position papers, issue briefs, and policy analyses as well as responses to government requests for information and opportunities to provide feedback on proposed policies
  • Develop written briefs, statewide and regional issue focused factsheets, lessons learned and other materials based on research gathered and tailor writing and materials to different audiences such as state policymakers, allies, youth and families, funders, and local decision makers
  • Develop and manage systems to track information about key issues and policy makers
  • Develop internal capacity to conduct independent research and policy analysis
  • Build and develop relationships with legislators and elected officials to sponsor legislation
  • Regularly conduct outreach to elected officials at all levels to raise awareness of and support for the programmatic Campaigns
  • Organize and attend lobbying events with state and local officials, deliver testimony before legislative and regulatory bodies, and develop and cultivate relationships with lawmakers and decision makers to advance our objectives
  • Connect Justice League CA members across regions and work on city, county, and statewide campaigns in coalition and lead rapid-response campaigns and ongoing organizing grounded in the Justice League’s strengths and cultural relevance to build and mobilize power for justice reinvestment, community safety, and ending mass incarceration
  • Ensure alignment with day to day activities with campaigns goals, objective outcomes, and framework including achieving contractual obligations outlined in grants and contracts
  • Train, support, and develop Justice League CA members and community members to join, design, and lead campaigns for justice reform, and to rapidly respond to emergent crises
  • Serve as a policy expert and advocate on issues in support of legislation and other campaigns, with a focus on police, criminal justice, juvenile justice and education equity
  • Support Justice League CA Research and Policy Committees with training, resources and direction in collaboration with Justice League NYC + CA leads
  • Effectively collaborate with the Communications and Development teams to enable and facilitate positioning across its core areas of focus and increase engagement of stakeholders through the strategic use of diverse media platform
  • Actively participate in organizational planning with staff locally and nationally 
  • Regularly report progress toward goals, manage grant requirements, and support donor relations 
  • Assume rotating meeting facilitation, note taking and tech support roles and responsibilities as needed
  • Other responsibilities as developed and agreed upon

Requirements:

The Gathering for Justice team is a highly collaborative group of people who take initiative, look for opportunities, and stay accountable to each other and to the communities we serve. This role is good for you if you have/are: 

  • 6-8 years experience successfully building and managing a high performing team, leading policy initiatives and developing/directing programmatic strategy
  • Experience in community organizing and policy advocacy in California
  • Have deep knowledge of program/project management principles, strategic thinking and strong leadership and project management abilities
  • Provide proven track record of success leading high-impact and innovative policy advocacy campaigns
  • Have a deep understanding and experience with public systems and policy
  • Have demonstrated success working in partnership with local residents and community organizations, including experience building and working in coalitions
  • Demonstrated success in delivering high-quality work products on a consistent, reliable basis in a fast-paced work environment with ambitious goals
  • Strong facilitation, consensus building and strategic thinking skills required
  • In-depth understanding of city, state and federal legislative and budget processes
  • Strong, proactive project management skills with solid experience managing and coordinating research projects, policy analysis, and high-impact organizing campaigns
  • Ability to analyze data and disaggregate key data highlights for campaigns
  • Deep commitment to social justice, policy advocacy and research, with an understanding of the needs of the communities served and a track-record of high-level impact on policy issues in Juvenile Justice, Criminal Justice, Education Justice, and Policing
  • Skilled relationship manager to secure partnerships with internal and external stakeholders in undertaking common goals to build campaigns and coalitions to impact advocacy at the local, state and national levels
  • Strategic, tactful, self-aware and authentic leader able to influence at the functional and organizational levels
  • Deep understanding of lobbying laws for 501c3 organizations and ability to help team navigate the perimeters 
  • Willingness to travel, and to work irregular hours, including nights and weekends, as needed
  • Experience working with California funders 
  • Proficiency in Google Apps, Microsoft Office, Zoom, Asana, other project management tools, and generally tech savvy
