The Organization: Greater West Town Community Development Project (GWTP) is a community-based local economic development initiative expanding employment and education opportunities for low-income residents of Chicago’s Humboldt Park, East and West Garfield Park, Austin, and North Lawndale community areas. GWTP provides highly effective programs targeting the critical education, training, and employment needs of youth and adults, including: The West Town Academy Alternative High School, Woodworking and Shipping & Receiving Training Programs, and comprehensive employment referral and placement services. Job Description: The role of Director of Training is responsible for achieving Workforce Innovation and Opportunity Act (WIOA) Titles I & II contract performance measures, and public and private grants contractual employment, retention outcomes for state-certified, nationally accredited occupational skills training programs. The Director of Training supervises a professional staff of fifteen individuals to ensure delivery of high-impact, effective services to economically disadvantaged community residents. This role also oversees the implementation and continuous improvement of program functions, including student recruitment, education and training services, job placement, employer relations, grants management, and contract and regulatory compliance.  


Key Responsibilities include:

 

Recruitment

1)      Reviews weekly recruitment report, working with marketing/recruitment staff to create strategy and advertising to maximize applicant volume and achieve performance measures

2)      Coordinates orientation, Test of Adult Basic Skills (TABE) administration, and class start dates with recruitment staff based on applicant pool and contractual obligations

3)      Interviews with staff-selected program applicants to ensure suitability

4)      Convenes staff meetings for applicant file review

5)      Works with recruitment staff in developing and maintaining key referral partnerships

 

Training

6)      Convenes meetings of staff to evaluate participants at training periods’ third week, midterm, and post completion

7)      Reviews curricula with technical and basic skills staff to ensure that instruction remains market relevant and funder compliant

8)      Conducts, collaboratively with a curriculum consultant, the periodic review of instructional staff

9)      With key staff, selects appropriate participants for contract enrollment 

Placement

10)  Convenes meetings with Job Developer(s) and technical training staff to ensure that appropriate job matches are made between training graduates and employer partners

11)  Periodically visits key and new employer partners

12)  Convenes employer Program Advisory Committee (PAC) meetings in conjunction with job developer at least twice a year

 

Administrative

13)  Writes monthly narrative and performance outcome reports for Board of Directors meetings

14)  Meets monthly with management team to report Vocational Unit outcomes

15)  Ensures that agreed upon funder outcomes are met, and reports to them as contractually required

16)  Actively participates in Illinois Community College Board (ICCB) Area Planning Council and other ICCB Committees as requested


Qualifications: Qualified candidates should have a bachelor’s degree and approximately seven years of demonstrated, highly-successful experience in workforce development/vocational training leadership roles. Candidates should possess a commitment to community service and experience working with low-income, disadvantaged populations. Verifiable past employment information is required. Qualified candidates should also possess a strong working knowledge of Microsoft Word, Excel, and Access.
