Description

The Domestic Violence Center of Chester County (DVCCC) is seeking a mission-focused, seasoned, strategic, and process-minded leader with experience leading a team, and developing a performance culture among a group of diverse, talented individuals. The COO must be a leader who is able to assist others at DVCCC deliver measurable, cost effective results that make DVCCC’s vision a reality. The COO must have the skills, sensitivity, and personal confidence to tap into the skills that each member of the team brings to the Center’s mission. The COO is expected to provide feedback, act as a coach, offer on-going training and make necessary program changes to support Development and Counseling departments function at the ultimate performance level.


The candidate we seek is an enthusiastic, assertive and successful non-profit leader with proven management skills and expertise in the sector and department functions and have a passion to make a difference throughout Chester County.


Responsibilities

Reporting to the Chief Executive Officer (CEO), the Chief Operating Officer (COO) will lead the counseling, housing, children’s and development operations; assure 24-hour staffing at the safe house and bridge programs and hotline function effectively. The COO will have the following responsibilities:

  • Work in partnership with the CEO to assure the development of an annual operating plan and implement processes and approaches to achieve goals and to sustain programs.
  • The COO will attend various regional, county and state-wide meetings in the CEO’s absence.
  • Serve as an internal leader of the organization:
  • Lead the performance management process that measures and evaluates progress against goals for the organization
  • Set goals and develop staff through a strong day-to-day leadership presence;
  • Bridge local, regional and state operations and support an open-door policy among staff.
  • Lead and manage DVCCC’s employees who have the following responsibilities:


Program

  • Ensure the counseling, housing, and children’s programs are utilizing evaluations that can analyze the program structure, activities and organization and examine the political and social environment.
  • Ensure utilization of outcome-based evaluation assessments that can identify changes, results and impacts at participant individual level, organizational, community, and policy or governmental levels.
  • Ensure programmatic partners renew contracts by having timely reports and ensure there is appropriate and adequate staff engagement at partner information and training sessions.
  • Develop and implement strategies to serve victim/survivors who can benefit from developing coping skills and thus relieve, anxiety, depression, trauma and or substance abuse.
  • Monitor counseling, housing and children’s data outcomes for public and private grants and contracts specific to the counseling, housing and children’s services.
  • Monitor participant files to assure goals, outcomes and program completion timelines are documented.
  • Work with CEO and other DVCCC leaders to assure services are provided at a minimum of four outreach locations in Chester County.


Development

  • Ensure the development and implementation of systems for reporting, measuring and supporting revenue generation.
  • Administer the aspects of proposal preparation, grant writing and donor engagement to ensure the availability of funding to support programs and operations.
  • The CEO may temporarily delegate certain decisions and activities to the COO in the CEO’s absence.
  • Other duties may be assigned that are relevant to the essential functions of the position, with or without accommodation.


Training

  • Ensure direct reports attend training annually.
  • Attend appropriate training sessions in leadership, domestic violence prevention and remedies, and other educational topics relevant to DVCCC’s mission on an annual basis.
  • Participates in agency-wide events.
  • Attend staff meetings, team leader meetings and other required meetings.
  • Work with agency leaders to coordinate services for victim/survivors.
  • Work collaboratively with social service agencies, hospitals, clinics, and other community resources to assist with the external coordination of services for victim/survivors.


Skills and Qualifications

  • 5-10 years of management experience with demonstrated growth in responsibilities in a non-profit organization. Proven experience in senior management to include supervising and interacting with seasoned staff responsible for key organizational functions.
  • Results-proven track record of meeting goals.
  • Evidence of the ability to consistently make good decisions through a combination of analysis, wisdom, experience and judgement.
  • Ability to conceptualize, plan for, and implement best practices, and innovative operational models.
  • Ability to implement performance systems with defined processes and metrics.
  • Outstanding collaborative leadership, managerial, technical, organizational and interpersonal skills with the capacity to oversee complex and diverse operations and effectively perform and complete multiple duties and assignments concurrently.
  • High level of business acumen including the ability to balance the delivery of programs against the realities of a budget; problem solving, project management, and creative resourcefulness.
  • Strategic vision and agility- ability to think strategically, anticipate future consequences and trends, and incorporate them into the program plan.
  • Action oriented – enjoys working hard and seeks challenges; able to professionally act and react as necessary, even if limited information is available; not afraid to take charge of a situation; can overcome resistance to leadership and take unpopular stands when necessary.
  • Understanding of finance, human resources, development and marketing.
  • Ability to work under pressure and adhere to deadlines.
  • Strong commitment to the mission and goals of DVCCC, professional work goals and personal development.
  • Effective written and oral communication capability, with the ability to create and sustain effective working relationships with key internal partners and external stakeholders. Excellent writing, organizational, communication, and interpersonal skills.
  • Ability to work independently on projects and assignments and to make sound decisions in a crisis situation and resolve conflicts on a daily basis.


Physical Requirements

Much of the work performed is sedentary in nature yet may require the COO to exert themselves with minimal force and/or be able lift or move light objects associated with the job responsibilities.


Other Requirements

  • Must be willing to work flexible hours to meet program needs and grantor accountability requirements.
  • Adhere to all agency policies and procedures (attendance, work hours, paperwork, etc.)
  • Childcare, criminal and FBI clearances as required by the state and DVCCC.


Minimum Training and Experience

  • Substantial and relevant management and leadership experience.
  • Master’s Degree required
  • A knowledge base, education or training specific to domestic violence is preferred.
