Scope

Child Development Department staff support the Neighborhood House mission framework and Strategic Plan by contributing to the school readiness of low-income children and supporting their parents, care givers and community. The primary responsibility of the Recruitment and Enrollment Specialist is to serve as the initial point of contact for families in the Early Head Start program while recruiting and enrolling families for the program.

Responsibilities

Program Planning, Design, and Implementation

  • Under the leadership of the ERSEA Supervisor, assist in the development of Child Development Department’s annual recruitment plan.
  • Coordinate the Child Development Programs outreach and recruitment activities according to the recruitment plan.
  • Assist program staff with identifying and implementing recruitment strategies that promote positive first interactions with the Early Head Start program.
  • Communicate with program staff to anticipate vacancies in the program, plan for them, and fill vacancies as soon as possible.
  • Maintain an accurate and up-to-date waitlist at all times of income eligible families.
  • Work with ERSEA Supervisor to implement eligibility, recruitment, selection, enrollment and attendance (ERSEA) policies and procedures for the Early Head Start program.
  • Maintain appropriate record keeping systems, reports, and other required documents for program compliance, reviews, and audits.
  • Perform other duties as assigned.

Promote and Support School Readiness and Family Engagement

  • Serve as an initial point of contact for families interested in the program.
  • Assist families with the completion of intake forms, including the gathering of supporting documentation, identification of family needs, and entering data and information into the ChildPlus database.
  • Engage in regular, ongoing communication with families who are on the waitlist.
  • Refer families to other programs or services as needed.
  • Communicate with families who have been selected for the program to support strong transition for the family and child..
  • Support families and staff in completing the enrollment process in order for the family to begin services.
  • Serve as an ambassador for the Neighborhood House’s Early Head Start program in the community by promoting the philosophy of early childhood education and family support services.
  • Maintain desirable relationships between Neighborhood House and community resources.

Qualifications

Minimum Qualifications

  • CDA in ECE, AA in Early Childhood Education, Family Services, Social Work, or related field preferred. A combination of equivalent experience and training may be considered.
  • Demonstrated ability to relate to and work effectively with individuals from diverse cultural, economic and ethnic backgrounds, including low-income, multicultural families.
  • Bilingual ability in Spanish an English
  • Strong interpersonal and communication skills.
  • Experience with Microsoft Office software.
  • Experience with data collection and analysis.
  • Attentive to detail and able to maintain a high level of accuracy.
  • Ability to prioritize, organize, problem solve, and effectively handle multiple tasks.
  • Establish a professional development plan and participate in ongoing professional development.
  • Experience with Head Start, Early Head Start, or other early childhood education programs.
  • Willingness to comply with the established agency performance standards which may include: productivity/personal responsibility, client/customer service-orientation, embracing a team player orientation, entrepreneurialism, and maintaining a professional demeanor.
  • Willingness to comply with Head Start Standards of Conduct by promoting the unique identity of each child and family; conforming with program confidentiality; following child supervision and guidance policies; and refraining from soliciting or accepting personal gratuities, favors, or anything of significant monetary value from contractors or potential contractors.
  • Current First Aid certificate within 30 days of employment (maintain current certificate during employment).
  • Current CPR certificate within 30 days of employment (maintain current certificate during employment).
  • Sexual Harassment Training within 30 days of hire.
  • Current Blood Borne Pathogens training certificate within 30 days of employment (maintain current certificate during employment).
  • Child Protective Services training (within 2 weeks of employment).
  • Current Health Exam (must be obtained prior to employment {PS 1304.52})
  • Current screening for tuberculosis (must be obtained prior to employment); rescreen as necessary{PS 1304.52}).
  • Must pass Neighborhood House background check requirements.

Desired Qualifications

  • Current or former Head Start and Early Head Start parents receive preference for employment vacancies for which they are qualified.
