Description

At the World Rural Forum, we are looking for an individual or consulting agency to conduct a Baseline Study for our EU-funded project. This project aims to strengthen the capacity of CSOs to develop policy frameworks that promote equitable rural development and enhance the contribution of family farmers to achieving the SDGs.

The baseline study will assess and improve the project's Monitoring and Evaluation system to ensure its effectiveness and relevance according to EU criteria and processes, providing guidelines for data collection, reporting, and monitoring.

OBJECTIVES OF THE CONSULTANCY:

The purpose of the baseline study is to evaluate and improve the project's monitoring and evaluation system to ensure its effectiveness and relevance concerning EU criteria and processes. It will also provide clear guidelines and tools to the project teams and partners on how to ensure quality and timeliness in data collection, reporting, and monitoring of activity outcomes and evaluation. The individual or consulting agency will be responsible for:

  • Analyzing the indicators outlined in the project's logical framework concerning the expected outcomes and impact of the project, and offering suggestions for improvement.
  • Suggesting new outcomes and impact indicators to be included in the logical framework based on the core indicators for designing and monitoring EU-funded interventions.
  • Designing monitoring and evaluation processes to ensure the effectiveness of data collection and analysis.
  • Supporting the design of tools to monitor the achievement of project outcomes for each implementing partner, as well as for the project as a whole.
  • Evaluating the quality of project indicator coding in the European Commission's OPSYS online platform and providing guidelines for reporting on the progress and outcomes of the project through the EU platform.
  • Ensuring that all relevant indicators are disaggregated by gender, age, region, or any other relevant subcategory.
  • Identifying additional areas of support as a result of the logical framework study and conversations with the project team.

REQUIRED PROFILE:

  • Excellent knowledge of spoken and written English, including demonstrated ability to draft reports and other informational products.
  • Proficiency in Spanish and French.
  • University degree in sociology, agriculture, environmental sciences, international studies, law, human rights, or a related field.
  • Solid experience in managing EU-funded projects and significant knowledge of EU reporting tools and systems.
  • At least 3 years of experience in monitoring and evaluation, design, and implementation of monitoring and evaluation systems.
  • Experience in policy development, capacity building, food security, and gender is valued.
  • Flexibility with time and work schedule while considering cultural differences.
  • Attention to detail and ability to meet tight deadlines.
