Position Overview

The CHNW Director of Property Operations (DPO), guided by the CHNW Mission, provides strong leadership to oversee the success of all property-related functions of the organization. The DPO provides and maintains a strategic vision for CHNW properties' upkeep and maintenance and directly supervises CHNW Site Managers and Facilities Asset Manager. Under the supervision of the Executive Director, the DPO ensures the properties are meeting the operational goals and standards and that all sites are proactively collaborating with other departments. The DPO assures that all CHNW property operations align with landlord tenant law, fair housing and OSHA guidelines, and organization mission values and assures policies and procedures are actively in place to assure the highest standards of operation for the organization.

Duties and Responsibilities

Accountable for upholding the CHNW mission in all areas of property management and upkeep assuring operational excellence at properties, financial sustainability of properties, leadership of site managers, overall assurance that property operations staff are engaged in their work and contributing to the mission, and collaborating with other departments to achieve overall operational success.

  • Upholds the mission of the organization in all aspects of the role.
  • Works in strong collaboration with management team; including: Student Experience, Finance & Accounting, Employee Services, and Expansion.
  • Provides maximum transparency in all aspects of property operations.
  • Provides consistent strong leadership presence at sites, providing direction, training, and support that assures site staff or engaged, motivated, and providing the best possible support to tenants.
  • Leads strategic planning and management for properties including capital needs assessments, capital projects planning and execution, preventative maintenance planning and oversight.
  • Assures rent income revenue generation and property operations expense management, leads planning, budgeting, reporting, metrics, collaborates to assure all property accounting processes meet LTL, FH etc.

Accountable for all key areas of property management, including but are not limited to:

  • Assures all sites’ leasing processes and standards are met; including assuring high occupancy, marketing, overseeing market studies, assuring leasing training, and assurance that all fair housing guidelines are known and adhered to.
  • Partners with Student Experience Manager to assure the best leasing-learning experience for tenants.
  • Assures sites’ day-to-day maintenance standards are met, including unit turns, workorders, and other maintenance-related aspects at each site.
  • Assures sites cleanliness standards are met, including all custodial related work.
  • Assure sites’ safety standards are met; the highest level of safety for employees and that all employees assure the highest degree of safety for tenants.
  • Oversees sustainability programs including coordination with Student Experience Manager to assure tenant inclusion.
  • Co-lead the CHNW Operations Board Subcommittee with a multifamily experienced board member
  • Assure all policies and procedures are compliant with pertinent Oregon Fair Housing Laws and assure all leasing staff are knowledgable of Oregon Fair Housing Laws.
  • Participate in and support the planning and eventual opening of new facilities.
  • Directly supports all Property Site Managers and Facilities Asset Manager, and indirectly all property staff.
  • Establishes and oversees the development, implementation, training and maintenance of property-related operational standards, systems, policies and procedures for leasing and building facilities.
  • Assures all property operations-related staff have sufficient training and education to meet organizational operational standards, landlord tenant law, fair housing laws, and OSHA guidelines and standards.
  • In conjunction with Student Experience Manager and Site Managers, gathers and analyzes demographic data to assure an optimal tenant experience.
  • Works with staff to ensure maximum use of property management software, and recommends system improvements as necessary.
  • Performs additional duties as assigned

Education and Experience Requirements

  • You have 10+ years of Property Management experience, and hold a current property management license
  • You have at least 5-7 years of senior leadership experience.
  • You have strong working knowledge in Fair Housing, Land Lord Tenant Law, Compliance and OSHA guidelines.
  • You have a Bachelor’s degree in business, business operations, or business management, or equivalent experience in property asset management. Having a Masters degree is a plus.

Capability Requirements

Majority of work is completed in a general office environment with exposure to moderate levels of noise in a well-lit, well-ventilated and fast paced environment; continuously required to read computer screen. Travel is required 30% or less, but will vary depending on future expansion projects. A valid driver's license is required.
