Position Overview:

The Director of Housing Development (DHD) will manage the start-up and development of AHA’s affordable housing projects. In collaboration with the CEO, the DHD will articulate and implement the strategic vision of the agency as it relates to property development and oversight. The DHD will oversee a pipeline of affordable housing development projects and enhance the strength of the organization by staying abreast of developments in affordable housing and related resources. The DHD will complete funding applications and proposals for capital, design and operational funding. He/she will be responsible for due diligence and compliance for all new housing investment, coordinating with relevant governmental and financial agencies. The DHD will oversee day-to¬ day administration to successfully complete projects under construction to deliver successful, fully operational affordable housing.

Responsibilities:

• Participates in all phases of the development process including: land acquisition, due diligence, securing necessary approvals/entitlements, project management of developments during construction and lease-up 

• Establishes funding options, assist in preparing state, federal, local, and private financial applications.

• Coordinate all third party requirements, surveys, environmental assessments, soil borings, permitting etc. Responsible for ensuring the accuracy of all third-party reports (environmental audits, etc.) relating to active and planned developments.

• In conjunction with the CEO, creates and maintains relationships with local municipalities, private equity partners and other nonprofits seeking affordable housing solutions.

• Prepares development budgets and pro forma projections for development opportunities. 

• Establishes municipal development parameters for municipally sponsored affordable housing sites. (land leases, Pilot Agreements, permit waivers, municipal contributions, engineering etc.)

• Assists in negotiating and drafting contract terms and scope with design consultants and general and sub-contractors

• Prepares Bid Packages, technical assistance meetings, advertising and marketing plans in concert with supporting staff.

• Works with General Contractors to develop and maintain detailed construction timelines tracking multiple projects in real time. 

• Performs site inspections and coordinates with architects, engineers, contractors, and other consultants to ensure optimal project delivery. 

• Review applications for payment, PO’s, Change Orders and recommend approval or rejection.

• Prepare and monitor construction budgets for individual projects 

• Prepare and follow up on Contractor Requests for Information (RFI’s)

• Oversees construction

• Staffs AHA Board committees as needed

• Assist with other duties as assigned related to the development, construction, rehabilitation and sustainability of all capital assets.

Qualifications:

• Bachelor’s degree in Construction Services, Architecture, Planning or other related degree.

• Master’s degree in related field preferred.

• Minimum five years of progressive multi-family residential development and construction management experience. 

• Affordable housing development experience in New Jersey preferred.

• Knowledge/experience of tax credit programs (I.e., LIHTC) is a plus.

• Thorough understanding and knowledge of building codes, zoning regulations and municipal approval process.

• Knowledge of local NJ municipal governments. 

• Is accustomed to public presentation and management of project schedules.

• Experienced managing multiple projects simultaneously.

• Excellent communication skills (verbal and written)

• Highly organized, detail-driven, and self-motivated. 

• Proficient in MS Office Suite of products.


Hours: Full-time, in-office position

All employees are required to submit to drug, criminal, driving and personal reference checks as appropriate to their position.
