Phipps Neighborhoods is a 45-year-old multi-service nonprofit helping children, youth, and families in low-income communities rise above poverty. We work in South Bronx neighborhoods where we can address the greatest barriers to lasting success through education and career programs, and access to community resources. We’re dedicated to our neighborhoods for the long term, supporting individuals and families as they establish self-sufficiency. Our services create opportunities for people to thrive in every aspect of their lives. 

Phipps Neighborhoods serves approximately 10,000 children, teens and adults in three key areas that we have identified as the best ways to systematically address the risk factors associated with poverty. Our School and Community Education programs include early childhood education, after-school programs, community school engagement, and summer camps for school age children. To help older youth begin careers, our Learning and Career Development programs offer high school equivalency preparation, English for speakers of other languages, college prep, and work readiness services. And, to help our community members address the barriers that limit their success, we offer Community Resources including resident support, financial counseling, free tax prep, assistance accessing benefits, and more. These services are funded by government grants and contributions from foundations, corporations and individuals. 


The Director of Contracts and Finance role offers an excellent opportunity for an ambitious, organized and self-driven individual in the earlier stages of their career to utilize their financial management and leadership expertise to advance Phipps’ Neighborhoods Theory of Change.

The Director of Contracts and Finance is responsible for managing all financial matters of Phipps Neighborhoods $24 million dollar budget. She or he will maximize the use of available funds and anticipate ways to align fund use with program priorities. She or he will be active in educating and working with Program Directors in the management of their program funds as well as managing her/his own finance staff with responsibility for budgets, contract management and reporting.

The Director of Contracts and Finance will report to and work closely with the Executive Director and CEO. In addition, she or he will partner with the senior leadership to develop and implement fiscal strategies across the organization. The Director of Contracts and Finance will oversee all compliance for government (federal, state and city) contracts and private grants, including serving as primary contact for contracts with government officials.

She or he must be able to adapt to a fast-paced, continually evolving environment and thrive in a collaborative and team-oriented workplace. Must possess a strong passion for the fight to rise above poverty and the motivation to enact real change in an innovative and dynamic organization.


Financial Planning, Policy, and Relations

  • Oversee cash flow planning and ensure availability of funds as needed
  • Develop and utilize forward-looking, predictive models and activity-based financial analyses to provide insight into the organization’s operations and business plans
  • Coordinate the development and monitoring of budgets
  • Develop contract and program budgets and forecasts; ensure contracts and restricted grants are spent down in audit proof manner
  • Participate in policy development as a member of the Executive Team
  • Represent the company to the Board, financial partners, including financial institutions, auditors, public and government officials, etc.
  • Remain up to date on nonprofit audit best practices and state and federal law regarding nonprofit operations

Accounting and Administration

  • Ensure ALL expenses, including payroll and OTPS expenses are properly allocated according to funding source; update shared allocations as necessary
  • Develop and ensure maintenance of systems to monitor appropriate internal controls and financial procedures
  • Ensure timeliness, accuracy, and usefulness of financial and management reporting and vouchers for federal and state funders, foundations, and private investors; oversee the preparation and communication of monthly and annual financial statements.
  • Coordinate audits and proper filing of tax returns
  • Ensure legal and regulatory compliance regarding all financial functions
  • Prepare and negotiate Indirect Rate Proposals and prepare and/or review all RFP budgets
  • Supervise Phipps’ Neighborhoods finance staff to ensure proper utilization, tracking and maintenance of all accounting systems and function; provide effective workflow management for meeting deadlines with quality work
  • Oversee the training and professional development of staff members to promote professional growth and insure overall agency success and evolution
  • Train program managers in budget management


Contract Management

·        Oversee contract process from RFP through registration, including ensuring all documentation and/or electronic portals are updated in a timely manner with appropriate information as required by funders

·        Serve as primary contact with representatives from public funding agencies including developing budget narratives and providing expenditure/allocation justifications, as needed

·        Maintain contract files in accordance with funding agency standards

·        Evaluate program contracts, budget management and support



The Director of Contracts and Finance will be a eager to grow in their chosen profession and ready to assume the next level of responsibility. She or he will ideally have some experience and/or exposure to managing finance (accounting, budgeting, control, and reporting) for a complex nonprofit with multiple funding sources including government contracts..

The Director of Contracts and Finance will have the following experience and attributes:  

  • Experience in a financial-management role and ability to partner with executive staff,
  • Interest and ability to lead and contribute to the development and implementation of creative financial management and strategies.
  • Ability to translate a vision into an operating plan and effectively communicate the details and timeline to staff establishing benchmarks and goals for accountability.
  • Experience working with finance and accounting software packages.
  • Ability to lead, manage and develop professional staff
  • Experience working with government contracts and agency representatives
  • Proficiency in report generation from fund accounting software packages, Excel, Word and PowerPoint; experience with Yardi and Salesforce a plus
  • Excellent analytical and abstract reasoning skills, plus excellent organization skills.
  • High degree of flexibility, a spirit of innovation and a sense of humor are strongly encouraged.


  • A minimum of a BS; a CPA and/or MBA would be a plus.
  • At least 5+ years’ experience or equivalent, preferably in a nonprofit organization with a budget of at least $10 million.
  • Significant experience in or knowledge of nonprofit accounting, including sophisticated fund and grant accounting, compliance, and reporting.

Hours: This is a full-time position. The program operates Monday-Friday. Occasional evenings/weekends required
