Special Citizens Futures Unlimited is a nonprofit organization that provides comprehensive and integrated services to adults and children with Autism Spectrum Disorders in New York. We provide an array of services including specialized Residential Programs, Day Habilitation, Community Habilitation, Respite, Life Skills Programs, Recreation, Pre-Vocational Training, and Supported Employment.


The Position:

Special Citizens Futures Unlimited(SCFU) is seeking a Compliance Officer (CO) to join our non-profit team to lead and develop a seasoned compliance team. This position is ideal for the candidate who is an excellent leader, has analytical skills and problem solving-skills, strong communication and team orientation. You will be responsible for the design and implementation of a compliance program, which is effective in preventing, detecting and mitigating violations of applicable law or SCFU policies. You will also be responsible for providing ongoing compliance support and advice for the day-to- day activities of SCFU as well as new initiatives.


You will act as staff to the CEO and Governing Board by monitoring and reporting results of the compliance and ethics efforts of the agency and in providing guidance for the Board and senior management team on matters relating to reporting and compliance. You, along with the Corporate Compliance Committee, will authorize to implement all necessary actions to ensure achievement of the objectives of an effective compliance program.


The Compliance Officer will:

  • Work with all levels of staff with respect to the appropriate establishment, implementation, and documentation of regulatory processes and controls.  
  • Develop, implement, monitor, enforce, and periodically update Compliance Program, to prevent illegal, unethical, or improper conduct.
  • Oversee administration of compliance policies and procedures for the Agency.
  • Provide Compliance support for new initiatives.  
  • Develop, organize, deliver, and conduct consistent compliance related training, and reinforce all compliance-related communications to agency employees and managers.
  • Monitor the effectiveness of established compliance processes, control, recommend, and implement enhancements.     
  • Partner with the CEO to analyze changes to regulatory requirements and proactively manage regulatory developments and changes.  
  • Participate in the development, implementation, and ongoing compliance monitoring of all Business Associates and Business Associate Agreements, to ensure all privacy concerns, requirements, and responsibilities are addressed.
  • Reports missing, defective and incomplete documentation to the program managers, and advises Managers on how corrections are to be made in accordance with regulations.
  • Alert Supervisors, Managers, Directors and the Compliance Committee, of risk areas involving service documentation.    
  • Participate in committees, internal and external to the agency, related to compliance, as requested by the Chief Executive Officer.
  • Safeguards the security and confidentiality of all documents and protected health information held by the Medicaid Compliance office in accordance with OPWDD and OMIG regulations.
  • Manage breach evaluation and determination, and notification processes under HIPAA and applicable State breach rules and requirements. Perform required breach risk assessment, documentation, and mitigation.
  • Maintain strong working knowledge of relevant HIPAA, state, federal regulations and procedures as well as strong working relationships with appropriate OPWDD staff.
  • Work collaboratively with internal and external agency departments to ensure quality services and appropriate reimbursement for the agency.
  • Coordinating internal investigations and implementing corrective action.
  • Completion of other tasks as requested
  • Maintaining a reporting system (hotline) and responding to concerns, complaints, and questions related to the Compliance Plan.


The Qualified Candidate Will Have:

  • A Bachelor's degree; Advanced degree a plus (MBA, JD).
  • A Valid NYS driver’s license.
  • Ten (10) plus years of compliance or related experience, primarily in human services management.
  • Experience managing a team of professionals and ability to coach and develop individuals.
  • Excellent organizational, interpersonal, oral and written communication skills, including a high level of attention to detail and active listening skills.
  • Knowledge and experience in state and federal information privacy laws, including but not limited to HIPAA.
  • Proven analytical and project management skills.
  • Strong relationship management and leadership skills are desired including experience and ability in dealing with senior management.
  • Understanding of the OPWDD/OMIG process and operations.
  • Ability to interpret rules and analyze complex issues.
  • Ability to reach sound judgments and act quickly under tight deadlines while balancing competing priorities.
  • Creative and strategic approach to problem solving and change management.
  • Experience utilizing Electronic Medical Record (ERM) software.
  • Knowledge in Microsoft Office Suite and willingness to learn other programs.
