Summary

The mission of the Joyful Heart Foundation is to transform society’s response to sexual assault, domestic violence, and child abuse, support survivors’ healing, and end this violence forever. The cornerstone of our policy work is the elimination of the rape kit backlog.


The Policy Implementation Associate, reporting to the Policy and Advocacy Director, provides high-level support and helps guide the Joyful Heart Foundation’s Policy and Advocacy initiatives. This is a grant-funded 22 month position that will continue after that time pending further funding.

Essential Job Functions

The duties outlined below are the most significant responsibilities of this position and essential for effective performance in this position. Responsibilities include, but are not limited to:

  • Lead Joyful Heart’s efforts to ensure the meaningful implementation of rape kit reform laws through research, data tracking, interviews with stakeholders, and field work
  • Research rape kit laws and develop bulletins and charts that summarize and show trends
  • Conduct analysis of rape kit reform practices across the country to identify best practices, trends, and problems areas; advise jurisdictions on reform 
  • Support the implementation of the organization’s nationwide campaign to eliminate the rape kit backlog by assisting with all state-based legislative and advocacy activities
  • Draft and edit high-level documents such as op-eds, proposals and grant applications, reports, memos, bulletins, briefing papers, blogs, web content and model legislation and other resources as needed
  • Prepare and conduct trainings and webinars
  • Represent the Policy and Advocacy department internally and with external partners; cultivate and maintain relationships with strategic partners and coalitions
  • Ensure Director of Policy and Advocacy is informed about innovative practices, jurisdiction progress, trends, and potential issues

Education/Experience/Skills, and Abilities

  • Two years of advocacy, policy, legal, or research experience regarding social issues; focus on sexual violence work preferred
  • Experience conducting research from statutes, government publications, public records requests, and other public resources; strong analytical skills
  • Strong critical and analytical writing skills
  • Excellent verbal communication skills
  • Well-organized and extremely detail oriented and precise
  • Ability to communicate with and write about complex topics for audiences from varying fields
  • Experience developing and delivering trainings
  • Ability to occasionally work outside of normal business hours, including nights, weekends, and holidays; travel as necessary
  • Degree in political science, sociology, women or gender studies, criminal justice, or related field
  • Proficiency in Google Suite specifically Google spreadsheets, Microsoft Excel, and PowerPoint
