SCHEDULE: 40 hours, Monday — Friday, 8:00 a.m. —4:30 p.m.

PAY: $19.50 hourly

JOB DESCRIPTION:

Pine Street Inn Housing provides comprehensive, intensive case management support to chronically homeless individuals with histories of substance abuse and mental illness. Using the Housing First model, Pine Street works with these individuals to promote their long-term stability in housing and the end of homelessness in Boston. Under the direction of the Director of Healthcare Compliance and the Manager of Special Housing Initiatives, the Mobile Enrollment and Benefits Specialist will work across the entire housing portfolio to provide support to Pine Street Inn tenants through their CSP-CHI (CSPECH) benefits. This will include pre-housing tenants, working with various teams across Pine Street Inn (Housing Placement Program and Emergency Services), and helping to identify individuals who are newly-housed who require intensive support. The incumbent will also engage existing tenants whose insurance benefits have been lost to help with reinstatement. The Mobile Enrollment & Benefits Specialist also assists Case managers across PSI’s portfolios with problem solving issues with obtaining Social Security Benefits.

*Please note - All credentials and licensures will be reviewed annually as part of the PSI credentialing process. Additionally an annual CORI review and OIG Medicaid Fraud checks will be conducted for the Mobile Enrollment and Benefits Specialist. Acceptable results of annual credentialing and CORI reviews and OIG Medicaid Fraud checks will be required of the Mobile Enrollment and Benefits Specialist.

REQUIREMENTS:

QUALIFICATIONS: 

  • High School Diploma

KNOWLEDGE/EXPERIENCE: 

  • A minimum of three years' experience enrolling individuals in entitlement programs and enrolling individuals in MassHealth Insurance Programs (including MCO's, One Care and SCO plans) or experience with Third Party Billing for Medicaid and/or Medicare-reimbursable programs
  • A minimum of two years' experience working in a human services organization, hospital setting or a community-based clinic setting
  • Computer skills sufficient for data gathering, documentation and reporting

PHYSICAL ABILITIES/SKILLS: 

  • Ability to access different building locations and program sites via private vehicle
  • Ability to climb several flights of stairs
  • Ability to lift up to 50 pounds of weight
  • Ability to sit for long periods of time and use computer, calculator, fax, copier and other office equipment
  • Flexibility to work or be available according to program demands

JOB RESULTS: 

The Mobile Enrollment and Benefits Specialist is responsible for contributing to the following outcomes:

  • CSP-CHI enrollment
  • Insurance revalidations
  • Managing the No Bill and Billable Housing List
  • Timely discharges from Electronic Health Record system
  • Building processes to effectively and efficiently manage tasks associated with job responsibilities

PREFERRED:

  • Bachelor's Degree or higher in a related field (i.e. social work, clinical psychology, education, nursing)
  • Bi-lingual — Spanish/English 
  • Experience working with individuals experiencing substance abuse, mental illness, trauma, homelessness and/or other complex disorders
  • Experience in providing supportive housing
  • Experience with HMIS systems and HIPAA requirements incumbent on electronic medical recordkeeping
  • Experience with MMIS
  • Experience with generating and interpreting insurance eligibility files
  • Experience with securing prior authorizations and working with the Insurance companies to resolve issues
  • Experience with analyzing data to determine trends
  • Experience working with chronically homeless individuals in Housing First programs
  • Strong commitment to the Housing First and Harm Reduction approach
  • Experience with Motivational Interviewing and Trauma-Informed Care

ESSENTIAL FUNCTIONS INCLUDE BUT ARE NOT LIMITED TO: 

Enrollment: 

  • Coordinate and engage with various PSI teams across the housing portfolio to identify and enroll tenants in CSP-CHI services
  • Work closely with Supervisor to identify and enroll newly-housed tenants in One Care, SCO, PACE, and ACO/MCO benefits
  • Effectively communicate with Emergency Services and Housing Staff when insurance benefits have been changed during a CSP-CHI enrollment 

Outreach and Engagement: 

  • Partner with case managers on home visits to engage/educate tenants on insurance plans and reinstatement of benefits
  • Under the direction of the Manager of Special Housing Initiatives, work closely with the SSH and CSH support services supervisors to engage tenants during the month to increase CSP-CHI billing utilization
  • Refer tenants for further needs assessment and resources as needed
  • Effectively educate and communicate with tenants regarding their case status, including lapses in coverage or other matters impacting continuity of coverage coordination
  • Participate in case conferences, case management meetings, and CSP-CHI billing meetings to ensure that all CSP-CHI tenants are engaged face-to-face
  • Communicates effectively via email with Supervisor, SSH and CSH housing support services team and Medical Billing Coordinator 

Documentation and Confidentiality: 

  • Completes enrollment documentation for One Care, SCO and PACE as directed by Supervisor
  • Completes documentation in the electronic health record, CareLogic and other systems as required
  • Manages documentation and reporting to maximize billing opportunities
  • Maintains confidentiality specifically HIPAA, patient privacy and 42 CFR Part 2
