We are seeking a qualified Director of Contracts & Compliance to support the execution of and compliance with QCH’s contracts. The role primarily supports funding contracts from City, State, and Federal agencies but also extends to other contracts as required. QCH receives most of its funding from government sources and takes compliance with all government regulations very seriously. Many of our government contracts require extensive paperwork before funding contracts can be signed and this position plays a key role in coordinating between funders and QCH’s executive team, program staff, operations staff, and external accountants to ensure that that process advances in a timely fashion.  The Director will also support QCH staff in compliance with relevant policies, rules and regulations. The Director will also be called on to advise colleagues, to help develop policies and protocols, and to investigate incidents. The Director will not be responsible for fundraising, but will occasionally be asked to support the development team with grant applications. This is primarily an administrative position, and strong organizational skills are essential.  Reporting to the Chief Operating Officer. 


Primary Responsibilities 

  • Contracts:
  • Project manage registration and management of funding contracts. This involves securing a variety of information, clearances, and documents from different parties and liaising with QCH staff, consultants, and funder representatives. QCH has about 70 government funding contracts and, although they do not all require the Director’s attention at the same time, this involves a large volume of tasks. QCH recently adopted Planner as a project management tool to facilitate this process internally.  
  • Vet contracts for QCH to sign, flagging any issues for COO to evaluate. 
  • Maintain an electronic document library for contracts and related documents. 
  • Compliance: 
  • Maintain knowledge of the relevant compliance standards that apply to QCH’s work, including recommendations from public health authorities to minimize the risk of COVID-19 transmission in the workplace.  
  • Keep key staff informed of new developments and work proactively with management and program staff to prevent incidents. 
  • Investigate and document incidents that occur at QCH program sites as needed. 
  • Review any compliance reports or findings from funding agencies and work with programs to address any issues. 
  • Work with COO and operations team to develop and modify policies and protocols as necessary. 
  • Respond to information requests from auditors. 
  • Oversee implementation of QCH’s document retention policy. 
  • Risk management: 
  • Liaise with insurance broker on liability insurance needs and issues. 
  • Support internal Safety Committee. 
  • Work proactively with management and program staff to minimize/mitigate risk. 

Qualifications: 

  • Bachelor’s Degree in Business or relevant field required. 
  • Minimum of two (2) years of experience, preferably with government grants or working with other complex bureaucratic processes. 
  • Excellent organization and project management skills and strong attention to detail while managing multiple tasks.
  • Strong interpersonal skills and the ability to interact with a variety of people. 
  • Good technological skills including proficiency or the ability to quickly become proficient in Office365 (including Planner) as well as various      governmental databases. 
  • Knowledge of Salesforce is an advantage. 
  • Experience with confidential information and track record of discretion. 
  • Ability to work independently and as part of a team, to set priorities, and to exercise sound judgment.  
  • Notary Public Certification is an asset (if not QCH will support the successful candidate to become a notary).

Schedule: Monday – Friday, 35 hours per week.  

This position is currently remote due to the COVID-19 pandemic. The Director will be expected to begin working remotely, then to transition to a hybrid in person schedule and eventually full-time in person as the health situation permits.

Salary

$60,000 - $70,000
