Position Overview

The Advocacy Program Manager is a full-time position that supports Democracy NC’s efforts to advance structural democracy reform and mitigate harm from voting restrictions through legislative, administrative, and legal channels. The Advocacy Program Manager will help develop and carry out the organization’s long-term reform agenda by supporting our election-year programmatic work and supporting advocacy initiatives relating to democracy and voting rights. The position will advance advocacy within the legislature and administrative venues.


The Advocacy Program Manager reports to the Advocacy Director and works directly alongside a Research Manager who supports our election protection programs and advocacy work through in-depth research and data analysis. This position is currently remote but is based in the organization’s Morrisville office.


Responsibilities


Non-Election Year Focus

●    Policy Advocacy & Strategy

○    Conduct timely research and drafting for both administrative advocacy and legislative advocacy initiatives at the state level.

○    Support legislative and administrative advocacy efforts on issues that impact the electoral process and democratic practice with a likely focus on redistricting. Specific duties may include bill tracking and power mapping.

○    Actively participate in coalitions to support Democracy NC’s advocacy efforts.

○    As needed, conduct speaking engagements, and participate in trainings to help educate organizations and the public on research and policies related to money in politics, voting rights, election law, and other structural democracy issues.

●    Interdepartmental Support

○    Assist with the development of discrete research products, such as reports, fact sheets, and other materials in collaboration with the Organizing and Communications & Campaigns Teams.

○    Assist with writing and/or updating voter education materials, including online materials, as needed.

○    Support internal training on North Carolina election law, administrative policy, and practice.


Major Election Year Focus: Election Protection

●    Administer Election Protection program, which includes poll monitoring and voter protection hotline, during major election cycles for both the primary and general elections.

●    Assist with development of the Election Protection budget.

●    Poll Monitoring/Vote Protector Program:

○    Develop program goals, strategy, timeline, work plan, and process documents to lay out both the big-picture vision for the program and the granular tasks to be completed.

○    Ensure effective cross-departmental collaboration to implement programs, including materials and assignment processes.

○    Ensure information sharing, documentation, and reporting during and after programs.

○    Supervise Research and Program Associate during major election years.

○    Manage communication and relationships with partner organizations, county Boards of Elections, and the SBE related to poll monitoring.


●    Voter Protection Hotline:

○    Manage the Election Protection hotline throughout the year and during high-volume periods, including the 17-day Early Voting period.

○    Recruit, train, and manage volunteer hotline volunteers and captains.

○    Personally, staff the hotline as needed.

○    Coordinate with national coalition partners to develop training for hotline volunteer and state coalition partners to assist with staffing.

○    Ensure high quality of data collection.

○    Generally, oversee phone and office set-up during this period.

○    Respond in a timely way to questions about voting rules and procedures from voters, volunteers, and other community stakeholders, escalating to relevant experts as needed.

Required Skills:

●    Ability to develop and lead a logistically heavy statewide program with multiple components.

●    Excellent supervisory skills and ability to manage staff working on multiple projects.

●    Excellent written and verbal communication skills.

●    Sharp, strategic thinker.

●    Experienced and confident policy advocate with coalitional experience.

●    Capacity to lead policy advocacy efforts and understand their connection to long-term organizing directed toward power-building.

●    Close attention to and experience managing details.

●    Comfortable in a dynamic, fast-paced work environment.


Qualifications:

●    3-5 years of management-level work experience in a related field, OR 2-3 years of management-level work experience in a related field and a relevant graduate degree (e.g., MSW, MPA, MPP, Journalism, JD).

●    Interest in learning North Carolina election law with ability to build deep expertise on the details of policy and practice (both at statewide and local levels).

●    Strong organizing and project coordination skills, including close attention to detail.

●    Proactive, self-starting project manager.
