Position Summary: Provides bilingual (English/Spanish) comprehensive advocacy services to victims of intimate partner violence (IPV), sexual assault (SA), and stalking as a member of CCS’ Legal Team. Often works in partnership with CCS Staff Attorney to provide holistic advocacy support for clients receiving legal assistance. Maintains individual caseload of IPV, SA, and stalking clients seeking wrap-around advocacy services. 

Essential Job Functions:

1. Advocacy Services: Provide comprehensive and quality advocacy services to victims/survivors of IPV, SA, and stalking.

·        Provide translation services for client intakes, advocacy services, client/attorney meetings, and court appearances.

·        Perform client intakes, over the phone and in-person, to determine program eligibility and assess needs.

·        Provide crisis intervention, peer counseling, advocacy, court accompaniment, referrals, follow-up services, and ongoing support to victims/survivors. Peer counseling includes empowering, client-centered problem solving; education on choices and rights; safety planning, and linkages to a wide range of services and resources.

·        Assist clients with follow-up tasks recommended by CCS attorney, such as acquiring appropriate attire for court, obtaining records or documents, and connecting with other services providers and justice system professionals.

·        Advocate on behalf of victims within various systems to address legal, housing, financial literacy, health care, education, and public benefits needs.

·        Ensure empowering, professional relationships with clients to create an atmosphere of empathy, safety, and support.

·        Organize and prioritize daily services and responsibilities to ensure client needs are met.

·        Provide services at locations that are safe and accessible to clients, including CCS emergency shelters, CCS business centers, courthouses, and law enforcement agencies.

·        Collaborate with immigration law organizations to help clients access immigration services including U-Visa, T-Visa, and VAWA application support.

·        Maintain DV and SA Crisis Counselor status by completing required number of ongoing training hours on topics related to crisis intervention and ongoing support of IPV and SA survivors annually.

·        Work to eliminate barriers to service, particularly for survivors from historically oppressed communities.

2. Community Relations: Foster and maintain positive relationships with service providers, community members, and business partners.

·        Educate community members and professionals about IPV, SA, and stalking as well as CCS services.

·        Attend and participate in multidisciplinary collaborative meetings.

·        Maintain a working knowledge of San Diego County’s IPV, SA, and stalking victim service providers.

·        Maintain a working knowledge of East San Diego County resources. Foster and maintain constructive working relationships with law enforcement and key community members.

·        Maintain positive working relationships with community partners that provide culturally competent services to a variety of different populations and language needs.

·        Maintain good working relationships with other CCS staff, volunteers, clients, community organizations, and court personnel.

3.  Upholding Program Standards

·        Promote the safety and well-being of clients by modeling and encouraging healthy communication, safety-focused decision-making, and acceptance of diversity.

·        Meet agency standards in regards to professionalism, safety, and service delivery when interacting with clients, community members, agency staff, and the public.

·        Ensure ongoing familiarization with all CCS programs and services, including eligibility requirements, in order to answer basic questions and refer clients accurately.

·        Work as a team with all other CCS departments to provide comprehensive client services when needed. Participate in cross-training and team collaboration efforts as necessary.

·        Maintain client confidentiality by protecting client information and ensuring that appropriate paperwork is understood and completed by clients (e.g. consent for services forms and release of information forms when collaborating with other programs/entities). Adhere to agency policies and protocols related to the security of electronic client service records.

4. Administrative Responsibilities

·        Maintain the highest levels of accuracy in record-keeping and reporting, ensuring that all client files and documentation are complete and up-to-date and submitted to supervisor as directed.

·        Accurately, thoroughly, and promptly document client services, outreach, training, and other work duties using designated electronic information management system.

·        Accurately document time worked using designated electronic time-keeping program, and submit electronic timesheets and personnel and departmental paperwork according to agency standards and due dates.

·        Maintain an up-to-date shared business calendar in Outlook as directed.

·        Adhere to agency policies and protocols related to the security of electronic client service records.

·        Update and maintain the agency’s resource and referral guide according to protocol.

·        Assist in evaluation of Legal Team programs in conjunction with Legal Team Manager.

·        Carry out other duties as necessary to ensure organizational success. All CCS staff members are encouraged to be flexible and responsive to changes in scope of duties.

Essential Job Requirements:


·        Minimum bachelor’s degree in social work, counseling, criminal justice, public health, or related field; or equivalent experience.


·        At least two (2) years’ experience with advocacy or case management, family violence intervention, counseling, and/or crisis intervention.


·        Completion of California state-approved DV/SA Crisis Intervention Training (or must complete upon hire).

·        Oral and written fluency in English and Spanish.

·        Adaptability and flexibility while working in a dynamic work environment. 

·        Strong in the areas of oral and written communication and positive interpersonal relationship skills.

·        Proficiency in MS Word, Excel, and Outlook, as well as internet research. Comfort in computer network environment.

·        Must demonstrate an acceptance and respect for cultural diversity in all its forms, including ethnicity, sexual orientation, abilities, and religious backgrounds. Ability to work collaboratively in an ethnically, linguistically, and culturally diverse environment.


·        Experience developing and enhancing community collaborations preferred.

·        Experience with legal systems and services preferred.

·        Capacity to balance and provide self-care while meeting the demands of a crisis-focused position.


·        Must clear Live Scan criminal background check.

·        Must maintain personal cell phone for work-related purposes.

·        Must maintain reliable transportation available for work-related purposes, a valid California driver’s license, and proof of automobile insurance.


·        Ability to sit for prolonged periods of time.

·        Ability to work in IPV, SA and stalking fields, which at times inherently create safety concerns.

·        Ability to drive personal vehicle to serve clients in various locations of San Diego County.
