The organization has built or renovated more than 1,000 homes or apartments, renovated or built 40,000 square feet of commercial space, and developed cultural and park spaces to create places and opportunities for people to live, work and play.  

About the Position

Fifth Ward CRC seeks a Program Manager to support its Homeownership Promotion and Preservation Program (HOPP), which has been expanded to include disaster recovery efforts throughout Houston and Harris County. The Program Manager will oversee a team of counselors providing housing counseling services to families in order develop and achieve a personalized pathway to homeownership or housing recovery.

The Program Manager will manage the daily operations of the homeownership center where counselors will work one-on-one with clients to develop solutions in money management, building and improving credit, purchasing a home, landlord/tenant negotiations, and addressing other housing issues. The Program Manager must have a thorough understanding of the process needed to counsel and manage cases for families to help them navigate the respective process and stabilize their financial position through budgeting or credit repair, foreclosure prevention, ownership review and assess other needs such as employment, preparation of documents, and unmet needs assistance.

Job Duties

·        Trains and works with staff to assess clients’ financial situation, develop a budget, and set financial goals based on the information furnished by the client.

·        Provide guidance to staff on housing counseling curriculum, including budgeting, mortgages, credit reports, housing issues, consumer protection laws, down payment assistance, homestead exemptions, foreclosure, loan restructuring, fair housing and other applicable.

·        Oversee the scheduling and staffing of both English and Spanish Homebuyer Education Classes.

·        Ensure the maintenance of full and accurate case files and databases for all reporting purposes. Regularly audit the housing files to ensure compliance with the current regulations.

·        Maintain partnerships with financial institutions, real estate professionals and insurance companies to remain informed of the industry standards and products.

·        Assist with volunteer coordination for disaster relief.

·        Provide direction and leadership to housing counseling staff and develops annual work plans for HOPP staff.

·        Responsible for developing and updating outreach plan to ensure program growth.

·        Ensure HOPP is meeting all financial, operation, and business metrics.

·        Work with management to prepare annual budgets, strategic planning, reporting.

·        Responsible for providing coaching, counseling, and performance reviews to direct reports.

·        Participate in special projects as assigned by management.

Required abilities and experience

  • Bachelor’s degree in social work, business administration, public administration, community development, or related field preferred. Previous real estate license may be accepted in lieu of Bachelor’s degree (Please note that HOPP staff is not allowed to actively hold a real estate license)
  • Two years’ experience in counseling, coaching, mentoring others, or working directly with the public in a one-on-one setting, or two years’ experience in real estate sales or leasing
  • Two years’ experience in managing a team
  • Experience in managing case files and databases, pulling and preparing reports, and completing tasks for compliance
  • Experience working with a vulnerable or marginalized population such as low-income families, underserved populations, or disaster victims
  • Strong interpersonal, speaking and writing skills 

·        Ability to collaborate and network to build lasting relationships with a variety of contacts

  • Excellent task management skills, including attention to details and ability to trouble-shoot.
  • Ability to identify and analyze issues, and develop alternative courses of action using creativity and problem-solving skills. 
  • Bilingual/Spanish preferred

Certificates, Licenses, Registrations

Must pass HUD Certification exam within 3 months of employment. Fifth Ward CRC will pay tuition for required training and certification, which is to be paid back in the event employment is terminated within two (2) years of hire.

Other Skills and Abilities

Ability to work flexible hours and weekends if necessary.
