    Phare Performing Social Enterprise, local communities, local  authorities, local and international donors and development partners.

    Location & Mobility: The position is based in Battambang province, Cambodia. Travel is expected to     Phnom Penh and Siem Reap and internationally for relations with donors, local authorities and social enterprise.

    1.      MAIN OBJECTIVE OF POSITION

    The DM shares responsibilities with the Executive Director in proposing and implementing the development/fundraising strategies of PPS to present PPS in the best way possible in internal and

    external fundraise for the ongoing activities of PPS. This position is also responsible for monitoring all income-generating activities through the organization’s own activities. He/she must ensure that the systems/procedures are in place and properly applied, to ensure effective management of PPS

    Development team members. The DM ensures that all members of staff share PPS vision and missions. He/she ensures that teamwork is encouraged and every employee feels valued. He/she is responsible for establishing and maintaining good working relationships with representatives of host government, the donors and other partners. He/she is responsible for development, and fundraising to sustain the actions of the association.

    2.      KEY PRIORITIES

    1.  Raise unrestricted funds to increase the reserve to cover 1 year of operating budget (appox. $1 million).

    2. Continue the close collaboration with our sister organizations (PPSE, PPS France) to leverage each other’s capabilities and avoid conflict.

    3. Find strong long-term partners for the 2 schools (Visual & Applied Arts School and Performing

    Arts School) to support with ongoing programmatic elements, enhance the quality, create opportunity for exchanges and opportunities for our students.

    4.   Find and build relationships with long term funding partners for education-through-the-arts

    project for the public primary school and conversion of public high school to an arts vocational training center.

    5.  Set-up the Srey Bandaul Art Development Endowment Fund.

    3.      DETAILED RESPONSIBILITIES

    1. Propose and work with the team to implement 3 to 5 years Development Strategy.

    2.      Represent PPS to all stakeholders.

    3.     Work with the ED to implement the budget.

    4.     Organize fundraising events to raise funds and profile of PPS in Cambodia and in target markets and demographics.

    5.   Obtain public and private funding to sustain the action of the association.

    a.      Cultivate and maintain strong and supportive relationship within the Phare organizations both in Cambodia and around the world for effective collaborations and fundraising.

    6.    Supervise and validate with guidance from the ED, the fundraising proposals submitted to donors and narrative and proceedings. Represent the organization with local authorities, donors and partners.

    7.      Participate directly in recruitment members of your team;

    a.      Ensure they are the right persons for the right job and are delivering the desired outputs/results.

    b.      Ensure that a major objective of department team leaders is the development of skills of their employees.

    c.      To support the nationalization of professional posts where possible.

    8.      Initiate, and write proposals for donors based on needs of the organization

    a.      Work closely with concerned Department Managers for the narrative and financial reporting requirements of donors

    9.  Collaborate closely with PPS France for programs and fundraising, ensuring no conflict of interest between the 2 associations.

    a.      Ensure effective communication with the PPS France to facilitate the private funds raised from the network in France

    b.      Facilitate and coordinate the collection of narrative and financial reports from concerned departments supported through funds raised through PPSF.

    10.  The DM must comply with all PPS rules and Policies, especially Safeguarding Policy, and adherence to the values, and missions of Phare Ponleu Selpak.

    11.  As PPS is a school, all team members are expected to participate in Child Protection tasks through the Child Protection Link Committee.

    12.  Other tasks within scope of role and responsibilities of department assigned by your supervisor 

    1.      QUALIFICATIONS

    • Fluent English (spoken and written); French fluency a plus
    • A passion for changing lives through arts/education
    • At least a bachelor’s degree in Development/Business/Communication or other related fields.
    • A minimum of 7 years of progressively responsible professional experience, at least 3 of
    • which must be in the development or not-for-profit sector, with at least some experience working directly with grassroots organizations operating at the community level.
    • Excellent writing skills; with the ability to tell a story in a clear, engaging and persuasive way.
    • Proven track record soliciting donor funds from international sources, including skills in networking, donor relationships and experience with the requirements of international donor organs (i.e. USAID, DFID, United Nations, European Union).
    • Knowledge of fundraising processes
    • Excellent critical thinking skills and an ability to act in an advisory capacity to the organization’s Management team.
    • Ability to build budgets and plan project funding and supervise financial reporting to donors.
    • An aptitude for numbers and spreadsheets
    • Experience with the project management and grant management cycles.
    • Comfortable with public speaking and meeting/training facilitation; able to represent the organization in a professional manner in public and in meetings.
    • Ability to bridge the cultural divide between representatives of European and/or American donor agencies and the Cambodian organization.
    • Knowledge of the grant-writing process
    • A flair for producing documents for donors, the media, stakeholders and the general public, including experience with the basics of graphic design, careful attention to detail, quality reports, press releases.

    ·     Adherence to vision, mission, and values of Phare Ponleu Selpak, and compliance

    with its Safeguarding and Child Protection Policy is a must.

    Benefits

    Annual Leave: 18 days per year, redeemable after completion of probationary period

    Flight Ticket: Flight allowance of US$600.00 max for one return flight to the employee’s home country per year, per ticket.
