POSITION OVERVIEW:

LIFT’s National Program Team oversees the design, continual improvement and evaluation of LIFT’s program model with the goal of increasing impact for Members. The Evaluation Department of the National Program Team aims to foster the highest quality program evaluation across all LIFT sites by 1) designing and implementing tools and systems that allow LIFT to evaluate the efficacy of its program, 2) performing analyses of evaluation data and generating recommendations to facilitate continuous learning into program implementation, and 3) lead evaluation partnerships with 3rd party organizations and/or evaluators to augment internal data and learning. Analytical work in the anti-poverty space and more specifically at LIFT has a unique feature: the analysis supports making a difference in the lives of the communities we serve.

This is an exciting opportunity for an energetic, self-starter to lead, build, and expand evaluation efforts at a fast-growing organization. The Evaluation Director will spearhead LIFT’s internal evaluation frameworks (for Direct Service and Technical Assistance), create and update data collection instruments, lead analysis of survey and LIFT Members’ background and progress data, synthesize information so that it can be digested and used by the organization’s decision makers, and serve as the primary point of contact for external evaluation partnerships. In addition, the Evaluation Director will support regional staff with data collection efforts, understanding program performance data, and reporting to funders. 

 

AS EVALUATION DIRECTOR, YOU WILL:

Lead evaluation strategy and organizational learning

  • Spearhead conceptualizing the Evaluation Department’s strategy and priority areas
  • Oversee the design and implementation of LIFT’s evaluation efforts, measuring the impact of LIFT’s work (including Technical Assistance services) and refining the model as the organization evolves over time 
  • Assess the organization’s existing program work on an ongoing basis, enabling and promoting a culture of learning, and helping LIFT to achieve its mission and deliver on its strategic objectives
  • Develop and oversee the strategy for managing and sharing program knowledge across the LIFT network, ensuring that information is standardized and easily accessible, and that insights and lessons learned from program innovations are collected and communicated effectively

Lead evaluation partnerships, learning agenda development, and data sharing

  • Serve as primary point of contact with research partners
  • Lead development of learning agendas, evaluation partnerships, and data sharing agreements
  • Build and maintain strategic research partnerships, generating lessons that advance LIFT’s learning and shed light on key areas of impact

Analyze and synthesize data on program performance and trends, and complete briefs elevating key insights and recommendations for program improvements

  • Conduct qualitative and quantitative data analysis of LIFT’s Members – both from Member feedback surveys and the case management system
  • Define priority evaluation questions and prepare analysis briefs that generate key insights and recommendations for continuous improvement
  • Create synthesized program performance management reports on a monthly or quarterly basis that will support decision making by managers in the regions and headquarters
  • Support LIFT staff in interpreting and analyzing data for program improvement and external affairs purposes

 

Create and update data collection instruments, guidance, and toolkits

  • Ensure that all of our systems and tools for data collection, management and feedback meet our needs for program evaluation and program innovation work
  • Manage the development and administration of data collection systems and instruments across the organization, including item selection/creation, and modify questionnaires
  • Manage and create guidance for staff on use of LIFT’s Salesforce instance, including dashboards, reports, and data

OUR IDEAL CANDIDATE:

  • A Master’s degree in public policy, economics, or a related discipline (preferred)
  • 5-7 years of professional experience developing evaluation frameworks (theories of change, logic models, learning agendas), defining program evaluation priorities and conducting data analysis to generate insights, and conducting/managing data collection for program assessment or evaluation
  • Experience maintaining a database, including formula writing, strong preference experience managing a Salesforce instance (selecting and working with Salesforce apps, and deep experience with Salesforce reports and dashboards, custom summary fields, row-level formulas, and complex filters)
  • Experience building and maintaining strategic research partnerships
  • Experience designing data collection instruments or protocols and overseeing high quality data collection
  • Professional experience with analyzing data to solve problems and initiate change
  • Experience structuring quantitative and qualitative research projects from creation, to tracking of work plans and then managing against a work plan
  • Experience effectively communicating the results of analyses in written reports and the ability to communicate clearly and succinctly to audiences of various backgrounds
  • Familiarity with mixed methods research
  • Strong proficiency in Salesforce, Microsoft Excel and PowerPoint; preferably comfortable conducting analysis R, STATA, SPSS or similar statistical software
