The Position

The Field Investigator reports to our Senior Scientist and works collaboratively with scientists, attorneys, volunteers, and partners to identify and stop the biggest threats to SF Bay. This position has primary responsibility for: 

·       Playing a central role in staff’s scientific monitoring, advocacy, and education efforts

·       Providing scientific support for policy advocacy, litigation, and community outreach activities

·       Conducting pollution investigations and managing our public pollution hotline

·       Coordinating pollution patrols in the field, with the drone, on the water, and with aerial patrol partners

·       Arriving first on the scene to watchdog pollution emergencies and collect evidence, photos, and videos

·       Representing Baykeeper before local community groups, recreational groups, and regulatory agencies

·       Managing the Baykeeper boat patrol program and volunteer skippers

·       Planning and staffing several annual volunteer engagement and outreach events

·       Other duties as assigned


Essential Duties and Responsibilities

Pollution Investigation

·       Conduct site investigation, pollution hotline intake and response, water quality sampling, periodic patrols on the water, and other field work as needed in collaboration with science and legal staff

·       Research, review, and analyze data, and summarize in response to identified water quality issues

·       Take and analyze photos and videos, and share summaries for internal and external communications

·       Be on-call to quickly investigate major pollution events and coordinate boat or drone volunteers

Community Advocacy and Outreach

·       Deepen relationships with local community groups that have historically been exposed to high rates of pollution, as well as on-the-water recreational groups, to understand their experience with pollution issues and to help advocate for science-based, environmentally just solutions.

·       Attend public meetings to advocate on science, data, policy issues, and to raise community concerns. 

Policy and Litigation Support

·       Present concise summaries of findings from field investigations, data surveys, and document review in discussions and writing to inform legal and technical positions.

·       Prepare written technical, scientific analyses to supplement and support advocacy positions

·       Support water sampling and other evidence collection in the field as needed

Boat and Drone Program Management 

·       Coordinate Baykeeper patrols as needed, and manage the boat calendar to support staff, partner organizations, and other on-the-water events or projects.

·       Manage and engage 10 volunteer skippers who pilot the boat, maintain boat records, and assist Head Skipper with routine boat cleanings and scheduling maintenance.

·       Obtain and maintain a FAA drone pilot certification (training and licensing provided).

·       Operate drone, following all applicable laws and best practices, to document pollution sources, including by generating photos, video, maps, and 3-d elevation models (software and training provided).


Qualifications 

·       A degree or background in environmental science, policy, education, or related fields. 

·       Familiarity with water quality issues, water policy, and the San Francisco Bay or similar ecosystems. 

·       Passion for fieldwork and investigations on the ground, on the water, and in the air regardless of weather conditions or time of day. 

·       Enthusiasm for meeting and working with community members, volunteers, and stakeholders.  

·       Ability to successfully manage multiple deadlines, logistics, and scheduling. 

·       Proficiency with report writing, data management, and presentation software and techniques.

·       Strong communication and writing skills; comfort with public speaking and occasional media interviews.

·       Good judgment and ability to accurately assess a situation and solve problems or mitigate risks. 

·       Ability to plan and lead volunteer engagement meetings or events.

·       Strong team ethic and integrity; desire to play a central role at a collaborative, visionary, and highly effective organization. 

·       A positive attitude, flexibility, good sense of humor, and demonstrated commitment to Baykeeper’s mission to protect the Bay. 

Note: While boating experience is beneficial, the Field Investigator is not required to operate the Baykeeper boat or become a qualified skipper.

Work Location

Baykeeper’s office is located in downtown Oakland, convenient to BART and other public transit. Our staff is currently remote, with the intention of shifting to a hybrid in-person and remote work environment once public health conditions allow safely returning to the office. The specific nature of this job will require eligible candidates to be located in the San Francisco Bay Area.

Physical Demands 

The physical demands of this position include travel by vehicle, boat, small aircraft, and public transportation; utilizing computer equipment; participating in public meetings; field inspections and monitoring; ability to physically collect water quality samples on and around the Bay and elsewhere; and an ability to carry and lift sampling and other field equipment or event materials of up to 50 lbs over uneven surfaces. These demands are representative of those that must be met by an employee to successfully perform the functions of this job. Due to the nature of field investigations during rain events and responding quickly to major pollution emergencies, this position will require occasional work outside of regular work hours on weeknights and weekends. The position is eligible for overtime pay in accordance with federal and state regulations. Applicants must also have a valid driver’s license and regular access to a registered/insured vehicle for field investigations and attendance at meetings and events around the Bay Area where public transit is impractical or unavailable.

Compensation, Benefits, and Culture 

This is a full-time, non-exempt position reporting to the Senior Scientist. The salary range for this position is $25.00 to $28.85 per hour, depending on experience, with an expectation to work 40 hours per week for approximate annual earnings of $52,000 to $60,000. Baykeeper places the highest value on its employees and employee retention and is committed to continuously building on our collaborative and flexible workplace environment.
