Housing Counseling Services, Inc. seeks an energetic self-starter to conduct eligibility determination activities within our Tenant Based Rental Assistance (TBRA) Program. The TBRA program is a housing subsidy program for low income individuals living with HIV in the D.C. Metropolitan region. Eligibility Specialists work collaboratively with TBRA participants to verify their continued eligibility for the TBRA Program. 

PRIMARY DUTIES:

  • Determine eligibility for housing program based on federal regulations and other established policies and procedures by collecting and analyzing eligibility documents and other supporting paperwork;
  • Conduct interviews with housing program participants to elicit eligibility information and verify participants’ household circumstances; 
  • Analyze financial and eligibility information to determine initial and/or continuing eligibility for housing program;
  • Explain housing program eligibility regulations and policies to housing program participants and apprise them of the eligibility requirements for participation in the housing program; 
  • Ensure accuracy and completion of eligibility applications/documents and housing program forms;
  • Communicate with housing providers, employers, medical providers, and other professionals towards verifying eligibility documentation and participants’ circumstances;
  • Communicate both orally and in writing with clients and others parties associated with the eligibility determination process; 
  • Organize and prioritize caseload so that necessary case records and documents are processed and updated within specific time limits established by program regulations and agency policies;
  • Monitor participants’ on-going eligibility by obtaining periodic updated information of eligibility factors and take appropriate actions on changes;
  • Maintain accurate written and computer based files;
  • Provide accurate and complete monthly reports of deliverables;
  • Perform other tasks as requested.

BASIC QUALIFICATIONS:

  • Bachelor’s degree preferred 
  • At least two years of specialized professional experience and/or education related to social services eligibility determination, housing education/counseling, or other related fields;
  • Ability to understand, interpret, and explain federal, local, and state laws and regulations.
  • Must demonstrate the ability to communicate with variety of housing professionals including case managers and real estate professionals as well as with low- and moderate-income families from a variety of cultures;
  • Strong oral and written communication skills as well as excellent computer skills;
  • Ability to translate technical information into layman’s terms;
  • Must demonstrate an ability to work with minimum supervision;
  • Sensitive to the needs within the community and to individual clients.
  • Ability to work in a fast paced environment.
