Housing Services Manager

Reporting to the President/CEO, our Housing Services Manager (HSM) will guide and lead the agency’s housing strategy, property management, housing acquisitions and housing-related resident services efforts. 

The HSM will support the agency in managing its 110+ units of scattered-site affordable housing located along 15 miles of Richmond Highway in southeastern Fairfax County. Through its 48-year history, GSH has pursued an intentional goal of acquiring and leasing housing units for affordable rental properties. 

The HSM is a key management position and serves the agency by providing critical operational and supervisory oversight of all housing-related activities within the agency. Housing activities account for three-quarters of the GSH operational budget. 

While duties can be generally categorized into three areas, some additional tasks may be required which fall outside of the duties described below.

Property/Housing Management (70 percent):

- Manage the day-to-day operations of GSH in its core business of housing, including property management and housing-related services;

- Oversee the management of our owned- and leased-housing units, including supervising our outside property manager Quantum, housing audits, renovations, unit turnovers, leased unit property management relationships, and tenant management and selection;

- Supervise the Property Administrator in providing property management and resident services;

- Develop and build partnerships with service providers to enhance the quality of our services provided to housing residents;

- Manage resident situations and needs that fall outside established program norms, including tenant payment plans, short-term housing crises, and legal proceedings;

- Approve client subsidies, vendor invoices and housing-related supportive service expenditures;

- Serve in leadership roles on community-wide and neighborhood home owners associations where GSH has significant housing investments;

- Direct the development, maintenance, update implementation, and greater staff usage of our primary property management software platform (PropertyWare);

- Oversee all performance reporting on housing;

- Ensure housing-related programs and activities are responsive to community needs and seek necessary alterations or changes in program focus, as needed;

Housing Acquisition (20 percent):

- Support the President/CEO in identifying, sourcing and fulfilling housing acquisitions for GSH;

- Work with President/CEO in developing and implementing the agency’s housing acquisitions activities and yearly targets;

- Work with President/CEO and Development Director to assure funding for acquisitions.

Administration (10 percent):

- In partnership with the President/CEO, work to develop key strategic housing goals and initiatives;

- Report on performance metrics as measured against the housing budget’s annual goals;

- Strengthen internal financial reporting and review processes related to housing.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

• Demonstrable work experience in housing acquisitions, housing finance and property management, preferably within the affordable housing space.

• Understanding of housing finance and available community resources, preferably within Fairfax County.

• Solid budgeting skills.

• Ability to collaborate and build partnerships with housing developers and housing providers, including property managers.

• Knowledge of current social service, homeless, and housing issues and community engagement methods/approaches to address issues.

• Ability to communicate clearly and concisely, both orally and in writing.

• Proven supervisory management experience, preferably within a nonprofit organization.

• Ability to use computer databases and technology tools to establish and maintain case records and to facilitate data collection.

• Ability to maintain professional ethics and confidentiality of client information.

• Bachelor’s in housing or finance related fields, including economics, finance, social studies or management preferred

• 3+ years of demonstrated and increasing responsibilities in housing-related positions.
