Across the state, Washington has more science, technology, engineering, math (STEM) and health care jobs than it can fill, yet our higher education system cannot keep up with the demand for skilled employees. The Washington State Opportunity Scholarship (WSOS) is a unique, public-private partnership designed to address our talent shortage. WSOS fuels the state’s economy by providing scholarships and a continuum of support services to low- and middle-income undergraduates who are pursuing high-demand STEM and health care degrees in Washington state.

The Awards Administration Director, under the supervision of the Deputy Director, leads the work of administering the scholarship in compliance with state statute and internal policy as well as the work of reporting on student outcomes. The primary responsibilities of the Awards Administration Director are to: 1) lead all scholarship administration activities including scholarship application, eligibility review, selection formula design, funds disbursement and financial modeling of future expenditures; and 2) ensure accurate recording, analysis and reporting on student outcomes. As a member of the organization’s leadership team, the ideal candidate possesses a visionary approach to process and policy design. She/He/They can see how her/his/their department’s role supports the organization’s mission and function, ensuring that student outcomes and statutory requirements are at the forefront of discussions and decisions.


· Design, maintain and implement short- and long-term project management plans for the effective function over the life cycle of scholarship administration (application, eligibility review, selection, renewal and funds disbursement)

· Oversee student database design and maintenance to bolster reliability, security and usability of data in accordance with best practices

· Manage accurate data reporting on outcomes and statutory compliance

· Collaborate with finance professionals to develop and monitor scholarship financial models to track and communicate scholarship award liability, disbursement processes and ongoing financial reconciliation

· Oversee and support a team of three direct reports with specific emphasis on the development of their professional skills to maximize their growth potential


Education and Experience

· Bachelor degree, preferably in a field related to financial or data analysis, project or program management, higher education or student services (or equivalent experience); Master’s degree or higher preferred

· Minimum of two years of experience leading an effective team

· Minimum of eight years of experience with demonstrated expertise in business process improvement and a firm understanding of how to design and use data and/or financial analyses to inform decision-making

· Must possess strong strategic thinking skills with a solution-centric approach to problem solving


· Demonstrate commitment to collaboration through active participation as a team member, focus on accomplishing team goals rather than a personal agenda and a willingness to contribute

· Provide evidence of a growth mindset through examples of taking initiative to expand knowledge and skills and regularly seeking feedback and coaching

· Show skills pertaining to developing and motivating others as shown by identifying positive attributes in others and concretely reinforcing them

· Demonstrate dedication to actions that promote social justice and racial equity



Knowledge of:

· Cloud-based database systems and other software used to manipulate large data sets for reporting and other purposes

· Project management tools to streamline processes and manage work flow

· Business process improvement, database management, data or financial analyses, college admissions, financial aid, college student services, education research or related fields

· Systems of power and oppression and how they impact the lived experience of students of color, first-generation college students and students from low-income families

· High-demand (leading or up-and-coming) industry sectors in the state of Washington, particularly those that leverage the advancement of STEM and health care


· Making decisions, grounded in facts and data, that can be clearly articulated to others

· Providing clear oversight, direction, motivation and development for direct reports to maximize their ability to reach their potential within their job function

· Clearly communicating evidence for the impact of program elements and training others on the successful implementation of program as designed

· Project and time management, including dealing with multiple, competing deadlines; proven track record of timely follow-through on deliverables with a tenacious commitment to achievement of agreed-upon targets

· Leveraging technology and other creative solutions to enhance productivity and grow



· Design complex analytical models for scholarship funding projections and applicant selection based on requirements defined by the Board of Directors

· Design and oversee implementation of exceptional scholarship administration processes; reflect and improve on such practices as necessary

· Provide thought leadership on innovative solutions to improve student data collection and outcome reporting

· Report on scholarship efficacy by providing digestible student data (with evidence of adherence to state statute and demonstrated student impact) to high-level audiences including the Board of Directors, legislators and industry partners

· Thrive working independently and under supervision in an energetic, fast-paced team environment

· Balance competing priorities in a cross-functional work space


· Valid Washington state driver’s license or identification card

· Proof of a reliable means of transportation

· Must pass criminal background check
