Description

The Senior Vice President, Programs Division, leads a geographically dispersed national and international

team to build a global “one HIAS”. S/he ensures alignment of the HIAS domestic and international

programs within the agency’s mission, vision and goals, including implementation of a strategic focus on rights-based protection work. Serving as a member of the Executive Leadership Team, s/he brings commitment and integrity to accomplishing HIAS’ mission and goals, while respecting and celebrating diverse communities and approaches.

 

Essential Leadership Functions:

  • Advises and assists the President and CEO, the Board of Directors and its Program Committee to determine the organization’s domestic and international priorities, policies and program objectives; advises HIAS’ Board and Executive Leadership Team on strategic trends, needs and opportunities.
  • Serve as a member of the Executive Leadership Team who brings commitment and integrity to accomplishing HIAS’ mission, vision and goals and commits to personal and professional implementation of HIAS’ Core values.
  • Represents the organization with key donors, policy makers, host governments, public and private partners.
  • Navigates progress and deepens program quality to demonstrate impact based on data driven evaluation strategies.
  • Leads program innovation to meet the changing and challenging refugee landscape.
  • Directs the US Resettlement, US Legal Services and International Departments’ budgets, operation plans and evaluation mechanisms for existing and new programs and services.
  • Prepares and monitors the annual budget of the international and domestic programs in collaboration with the Operations Division.
  • Oversees the development and implementation of a Management and Evaluation function within HIAS, compliant with donor requirements and in line with the organization’s program priorities and strategic direction.
  • Works closely with the Public Affairs Division in order to ensure that HIAS’ programs are undertaken consistent with HIAS goal of becoming the global Jewish NGO in refugee affairs, integrating HIAS’ identity and relationships as a Jewish organization into all aspects of domestic and where appropriate, international programs.
  • Oversees the development of project proposals, funding opportunities and procedures to accomplish goals, staffing requirements and allotment of available resources, in close coordination with the Operations and Public Affairs Divisions of the organization.
  • Resolves operational problems on an as needed basis and ensures offices are provided with appropriate technical advice, and training in areas of need and best practices.
  • Supports compliance and risk functions to ensure that all program operations are handled in a manner consistent with HIAS’ high ethical standards and in adherence to agency and donor policies and procedures. 
  • Coordinates with the Operations Division to ensure that domestic and international program and staff’s compliance with financial, human resources, legal and contract requirements for HIAS activities.
  • Other duties as assigned.

 

Qualifications and Requirements:

 

  • Undergraduate degree required, graduate degree in law, business administration, public administration, public affairs, finance, management, international relations or development, or significant work experience in one or more of these fields in lieu of a graduate degree required.
  • A minimum of five (5) years of supervisory experience at a senior management level; previous international and/or domestic program work experience in the humanitarian and/or refugee rights sector.
  • Demonstrated success in working in partnership with relevant international organizations, government and other institutional funders that support humanitarian and/or refugee work internationally and domestically.
  • Significant knowledge of international humanitarian law, policy systems and institutional actors, especially in relationship to refugees and a rights-based approach to programming and services.
  • Proven success leading remote global teams of different cultural backgrounds in multiple regions of the world with an emphasis on accountability and transparency; leadership background in international field-based program context using a collaborative and strategic approach to management.
  • Keen analytic and excellent communication skills; ability to conceptualize issues, design solutions, make decisions and effectively implement program and administrative strategies and activities.
  • Positive can-do attitude, approachable manner, flexible work style.
  • Willingness to travel and ability to make decisions and implement programs in the field as well as HQ offices.
  • Stature to interact with funders at the highest level.
  • Ability to work in team environment, to delegate, and to support colleagues at all levels of the organization.
  • While not required, knowledge of the American Jewish community or other Jewish communities, Jewish organizations, Judaism, and/or Jewish history is a plus.
