Position Summary: Under the immediate supervision of the Deputy Director; Business Operations and in collaboration with the Deputy Director; Behavioral Health; Chief Medical Officer, and Dental Director, the School-Based Health Centers Program Director will provide administrative oversight and support to all school–based medical and dental staff and behavioral health staff. The School-Based Health Centers Program Director will assist in the development of new policies and procedures and lead the process of implementation of such P & Ps at each school-based health center sites. Additionally, the School-Based Health Centers Program Director will oversee and coordinate other school-based health projects such as school wide vision screenings, no-touch dental screenings, etc., supported and/or funded through the Health and Wellness Division. Also, s/he will collaborate with the site Community School Directors and be the point person and liaison between Children’s Aid and the NYC Department of Education and NYC Department of Health and Mental Hygiene for any School-Based related matters. In collaboration with Children’s Aid Communications and Marketing Department, responsible for developing and implementing a marketing/promotion plan for the SBHCs.

Responsibilities: 

Administrative

  • Responsible to manage the day-to-day administrative functions of the SBHCs, supervise and train the support staff, and to collaborate with all clinic-based staff: social workers, physicians, nurse practitioners/physicians assistants, nurse(s), and any other staff assigned to work in the SBHC
  • Monitors the SBHCs patient flow system, making sure walk-in patients and appointment patients are seen in a timely manner and thus minimizing the time students miss class, with a special focus on ensuring that appointments are not scheduled during core curriculum class periods
  • Provides periodic on-site supervision and support to all staff at the SBHCs sites
  • In collaboration with the medical providers ensures adequate daily patient/staff ratio and develops, distributes and maintains a monthly staff schedule to ensure continuous back-up coverage
  • In collaboration with the SBHCs Behavioral Health Supervisor(s) and staff, medical providers, responsible for holding monthly staff meetings and ensuring that meeting minutes are taken and distributed to all relevant staff
  • Responsible for recruiting, interviewing, selecting and processing all support staff and participates in the interviewing and selection of clinical staff as required
  • In conjunction with other supervisory staff, when applicable, completes performan­ce evaluations of all support and clinical staff
  • Identifies and handles system breakdowns when and where they occur
  • Responsible for the oversight of all SBHCs visit encounters, data collection and related patient flow procedures and collaborates with the IT colleagues on the resolution of problems/issues
  • Ensures that staff works diligently in encouraging patient’s completion of satisfaction surveys, RAAPS, portal enrollment, etc.
  • Utilizes eBO/COGNOS, OSCR and other available database tools to generate utilization reports and other SBHC management reports, ensure the adequacy of the data collection systems, productivity outcomes; including regular review and analysis of data and the resolution of any problems
  • Ensures that a uniform policy and procedure structure is in place that facilitates enrollment of children for healthcare services, and defines protocols for obtaining and filing patient registration, consent and medical history forms
  • Responsible for implementing, monitoring and enforcing procedures of referral of uninsured students and families on health insurance applications assistance
  • In collaboration with the Community Schools Directors and NYC DOE staff, responsible for developing and implementing a marketing/promotional plan for all SBHCs sites to help increase enrollment
  • Communicates and meets regularly with Community School Site Directors to assure integration in staff supervision and SBHCs site operation, as well as cross-referral of patients
  • Implement procedures to ensures that sites are purchasing all necessary clinic supplies and have an adequate and continuous stock of supplies and equipment
  • Responsible for timely submission of P-Card (Children’s Aid purchasing card) reconciliation documents
  • As an Electronic Health Records (eClinicalWorks) system super user, assists in the training and monitoring of eCW standard practices for all SBHC staff
  • Responsible for the oversight and staff training on Meaningful Use related measures at all SBHC sites
  • In collaboration with the Director of Billing and Revenue, responsible for monitoring and supporting established processes to ensure maximizing of billing and revenue; including implementing procedures for the application and billing of the Family Planning Benefit Program visit encounters
  • In collaboration with the Development Team, leads the SBHC Grant renewal application process
  • Coordinates SBHC advocacy efforts

 Regulatory and Compliance

  • Responsible for the implementation of patient care policies and procedures that reflect the philosophy and objectives of the program
  • Responsible for keeping the Vice-President and Deputy Directors updated on current issues and/or problems related to the SBHCs site operations
  • Participates in the Continuous Quality Improvement Meetings and responsible for monitoring, following up and training staff on CQI and regulatory compliance areas in need of improvement and for the timely submission of required documentation
  • Participates with other members of the team in developing, updating and implementing program policies and procedures, including the annual review and update of the operation manuals
  • Responsible for leading internal and external regulatory audits and reviews; and responsible for developing “Plans of Correction” and implementation of identified corrective practices
  • Schedules annual equipment inspection of all medical equipment and follow up with recommendations made by the equipment inspection company
  • Responsible for timely submission of NYSDOH Quarterly reports, Dental Quarterly report and other reports requested as necessary

Other job related responsibilities

  • Ensures that all patients, visitors, guests and coworkers receive personalized prompt attention and are treated with dignity, respect and utmost confidentiality; and
  • Comply with all privacy laws/regulations including HIPAA regulations, etc.
  • Coordinates and Oversees operations of special school health projects not based at the SBHC but funded through the Health Services Division, such as ChildSight vision screenings, or other short-term privately funded projects.
  • Performs other duties as assigned     

Qualifications: 

  • The ideal candidate for School-Based Health Centers Program Director position will have strong data analytics experience and proven outcomes driven management skills
  • Minimum of a Bachelor’s Degree in a health-related field; Master’s Degree in Public Administration, Public Health, Health Education or related field preferred
  • Five or more years' experience in health care management environment
  • Proficient in Electronic Health Records applications/systems; eClinicalWorks a plus
  • Experience in grant writing preferred
  • Strong interpersonal, excellent verbal and written communication skills
  • Proficient in Excel
  • Strong organizational skills
