Regional Program Manager is responsible for the implementation and management of the Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Diseases Grant (ELC), with the goal of improving detection, surveillance, education, and response to the COVID-19 pandemic within the Partnership’s region. Regional Program Manager identifies, contracts with, and coordinates the activities of subcontractors to ensure successful outreach to vulnerable populations. This position also has primary responsibility for the timely and successful completion of program objectives and reporting, managing the program budget, and supervising the ELC Program Coordinator position.              

ESSENTIAL DUTIES:

  • Convene and direct regional meetings of stakeholders for the ELC Program
  • Identify and secure active collaborative relationships with stakeholders that have strong connections to local communities
  • Develop and manage an RFP process to select subcontractors
  • Monitor and supervise the activities of subcontractor agencies to assure timely and successful completion of program activities
  • Ensure timely submission of monthly expenditure and program reports to funder
  • With internal support, manage project budget to secure materials and resources needed to implement the program in a fiscally sound manner
  • Ensure that program records are maintained according to funder expectations
  • Supervise ELC Coordinator.
  • Plan and arrange special events throughout the region
  • Work productively in collaboration with funder and representatives of other regional ELC Programs
  • Handle other duties as assigned

JOB REQUIREMENTS:

  • MPH or Masters in a related field preferred; Bachelor’s degree required
  • 5+ years’ experience in program coordination, including management of complex initiatives
  • Staff supervision experience
  • Experience engaging diverse communities in northern New Jersey, including skills engaging with and securing the trust of multicultural populations
  • Strong public health expertise required. Experience with Community Health Worker initiatives
  • Excellent verbal and written communication skills.
  • Proficient computer skills and comfort with virtual and office-based technology, including Zoom, MS Word, Excel, Teams, and PowerPoint, and web-based grants management systems.
  • Solid management skills required, including demonstrated ability to forge collaborative relationships while assuring accountability and high levels of performance.
