Position Summary

The Northeast States for Coordinated Air Use Management (NESCAUM) seeks candidates for a full-time position to provide environmental and policy analysis related to NESCAUM's clean vehicle and fuel initiatives. The selected candidate will conduct research and analysis on an array of topics such as policies to promote transportation electrification; demand for advanced vehicles and clean fuels; regulatory design of vehicle emission standards; and emissions and air quality impacts.

About NESCAUM

Headquartered in Boston, NESCAUM is the nonprofit association of state air quality agencies in Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont. NESCAUM provides scientific, technical, analytical, and policy support to the air quality and climate programs of its member states. To accomplish this, NESCAUM participates in regional and national dialogues, conducts research, helps create regional policy solutions to shared problems, facilitates information sharing, and sponsors training programs. NESCAUM has a small staff of professionals and is governed by a Board of Directors composed of the lead state air quality officials in the eight member states.

Responsibilities and Activities

  • Research and analyze state and regional policies that advance transportation electrification (e.g., vehicle emission standards, incentive measures, infrastructure charging policies, and ways to expand access to clean transportation in disadvantaged communities).
  • Develop documents and tools to help states implement priority market-enabling actions for zero emission light-duty vehicles and medium- and heavy-duty trucks and buses.
  • Lead and/or support multi-state workgroups.
  • Review and analyze data as needed.
  • Review and comment on federal and state regulatory proposals.
  • Engage electric utilities, automakers, equipment manufacturers, advocacy groups, and other stakeholders.
  • Represent NESCAUM at meetings and conferences. Some travel is required.

Required Qualifications

The ideal candidate will have the personal and professional skills to advance NESCAUM’s objectives, including:

  • At least 5 years of relevant experience and a graduate level degree in a related discipline such as energy, law, public policy, science, or engineering.
  • Familiarity with environmental policy, ideally with clean vehicle and fuel standards, utility regulation, and/or energy and climate change policy.
  • Excellent written and oral communication skills, especially communicating complex information in a clear and easy to understand manner.
  • Strong research, analytical and quantitative skills.
  • Demonstrated ability to work both independently and collaboratively in a team setting.
  • Demonstrated ability to build and work within broad coalitions.
  • Demonstrated ability to manage multiple assignments at once and meet deadlines.
