The Legislative and Regulatory Analyst directs the Coalition’s policy and advocacy initiatives in close collaboration with the C-TAC Senior Policy Advisor (Andrew MacPherson) and Chief Strategy Officer (Mollie Gurian) National Partnership for Hospice Innovation.

Management of Workgroups

  • Manage communication with Policy & Advocacy Workgroup participants and C-TAC membership on policy & advocacy; 

·      Manage Regulatory Task Force - schedule calls, develop content, create agendas, maintain communication with participants; 

  • Manage communication, scheduling, and agendas for the NPHI Policy Taskforce;

·      Work closely with Senior Policy Advisor to manage the 20-member advocacy task force or “SWAT Team” to drive the Coalition’s policy priorities;

·      Work closely with the Senior Regulatory Advisor (Marian Grant) to maintain a calendar of upcoming regulatory comment dates and to manage the regulatory task force to drive C-TAC’s policy priorities

Development of Content

·      Serve as liaison with other C-TAC program staff and incorporates relevant findings from the Advanced Care Project and Community Action Project into federal and state policy agenda(s);

  • Incorporate findings from other NPHI strategic initiatives (ie branding and quality) into the policy agenda)

·      Become expert on the MACRA payment sections;

·      Become expert on hospice policy and payment;

·      Conduct research and analysis of current and past hospice regulation and legislation to inform policy priorities of NPHI;

·      Conduct research and analysis of current and past legislation and regulation related to hospice, advanced illness and end-of-life care and attend congressional hearings for both organizations;

·      Work closely with Chief Strategy Officer and Senior Policy Advisor to prioritize NPHI policy initiatives and draft memos, legislation, and other forms of communications to offer these policy recommendations to various audiences

·      Prepare policy presentations for webinars, conferences, and NPHI annual summit

Monitoring, Communications, and Advocacy

·      Cultivate relationships with Capitol Hill staff and Administration officials and manage and direct the Congressional outreach plan for both C-TAC and NPHI;

·      Collaborate with Hill staff to revise and improve legislation, offer policy recommendations, and gather stakeholder support for relevant bills for C-TAC and NPHI;

  • Work closely with other groups with similar interests and organize Hill briefings and roundtables to promote the Coalition and Partnership’s work;

·      Assist Senior staff in presenting at Hill briefings and meetings;

·      Monitor legislative and regulatory activities and draft letters and statements in response to relevant policy developments for both C-TAC and NPHI;

·      Provide organizational and administrative support as needed.

·      Bachelor’s degree and preferably 2-3 years working in health policy
