Vital Strategies is seeking to add expertise in drug strategy, with specific focus on overdose prevention. This work is based in the United States.


Job Purpose:

Vital Strategies is seeking qualified candidates for the position of Senior Technical Advisor for the Overdose Prevention Program. Vital Strategies is funding projects and providing technical assistance tailored to the overdose epidemic on the ground in specific U.S. states. We are assisting local partners in reforming policy, innovating programs, and mobilizing communities at the neighborhood, municipal, county and state levels. Our work is expanding to include additional states, and we are hiring staff to manage that expansion.

The Senior Technical Advisor will lead program planning and implementation activities related to technical interventions for reducing overdose deaths in specific states. The position is based in New York City. The salary range for this role is $105,600-$123,200 and offers will be based on candidate experience and internal equity.

 

Duties and Responsibilities:

  • Supervise and mentor up to 5 staff embedded with state and/or local governments, including workplan development for those staff
  • Develop proposals for new opportunities and partnerships
  • Design, negotiate and implement new projects and sub-grants to state and local governments, providers, organizations, coalitions, and other stakeholders
  • Manage and monitor at least 10 projects, such as medication treatment expansion via hospital emergency departments, harm reduction program expansion, and community grants for racial equity, low-threshold service engagement, and naloxone distribution
  • Manage and monitor program and financial reporting from sub-grantees, and related needs, in coordination with operations unit
  • Serve as primary representative for program with state and local government representatives and leadership
  • Develop strategy and collaborate with local stakeholders and expert consultants on the planning and design of specific technical interventions in the state, to promote and catalyze interventions
  • Design and deliver technical assessments, training, and support to state partners and sub-grantees
  • Maintain scientific, policy, and practical expertise on technical interventions, including analysis of jurisdictional applicability
  • Initiate and monitor the implementation of specific technical interventions in each state;
  • Coordinate and facilitate data and evaluation activities with sub-grantees and other partners and stakeholders
  • Represent the program, facilitate relevant stakeholder meetings, and deliver presentations
  • Supervise and mentor direct reports
  • Serve as a resource for specific core team activities, as needed
  • Represent the program as state-specific program lead
  • Apply an intersectional racial justice framework in planning and implementing interventions
  • Provide support for communications needs, where appropriate and as assigned
  • Participate in and contribute to coalitions, task forces, and other stakeholder groups, where appropriate and as assigned
  • Ad hoc request as needed

 

Qualifications:

Education and Degree - 

  • PhD, Master's degree or equivalent experience preferred

Skills and Abilities - 

  • Excellent organization and time management skills
  • Excellent oral, written, and interpersonal communication skills
  • Demonstrated ability to work collaboratively as well as autonomously
  • Extensive knowledge of drug use/overdose/harm reduction/opioids policy
  • Deep understanding of legislative and regulatory processes and levers of influence and change
  • Strong analytical and problem-solving skills
  • Intermediate to advanced knowledge in Microsoft Office, including use of pivot tables, V-lookups, and formulas
  • Ability to provide leadership and coordination to an inter-agency collaboration representing diverse perspectives
  • Comprehensive project management skills, with the ability to make sound, informed judgments
  • Ability to manage expectations of various interests while operating in a dynamic environment

 

Experience:

Experience required - 

  • 10+ years of related work experience
  • Experience in managing all levels of staff

Experience preferred - 

  • Policy advocacy experience
  • Governmental agency work experience
  • Demonstrated record of planning, coordinating, advocating, and achieving meaningful change in state and local policies for public health approach to drug use.

 

Working Conditions and Physical Requirements:

Individual may be required to occasionally move between partner offices in the New York City area. In addition, up to 30% of time in domestic travel may be required to attend meetings.
