Asian Americans Advancing Justice - Los Angeles (Advancing Justice-LA) is one of the nation’s largest legal and civil rights organizations focused on serving Asian Americans, Native Hawaiians, and Pacific Islanders (AANHPIs). 

Founded in 1983 as the Asian Pacific American Legal Center, Advancing Justice-LA serves more than 15,000 individuals and organizations every year. Through direct services, impact litigation, policy advocacy, and organizational capacity building, Advancing Justice-LA focuses on the most vulnerable members of AANHPI communities while building a strong voice for civil rights and social justice. 

Advancing Justice-LA is based in downtown Los Angeles, with additional offices in Orange County and Sacramento. 

Position Summary

Under the direction of the VP of Administration, the Human Resources Manager is responsible for the day-to-day operation of the Human Resources function. The HR Manager provides Advancing Justice LA employees human resources services such as troubleshooting issues with benefits, employee data, and other human resources matters, and partners with the VP of Administration to solve more complex human resources matters. The HR Manager partners with Managers and Directors to manage the employee life cycle from recruitment to termination. This position also monitors the office environment to ensure issues are properly addressed and communicated to key stakeholders, and recommends new approaches, policies and procedures to continually improve the efficiency of the department and services performed.

Responsibilities and Duties

  • Responds to employee inquiries, acting as a first point of contact to the department.
  • Administers various human resources plans and procedures for all organization personnel.
  • Assesses and anticipates HR related needs and develops solutions.
  • Partners with key stakeholders to map critical HR processes for implementation.
  • Proactively identifies areas to enhance the employment experience and proposes the employee relations practices, including designing and developing programs to enhance employee morale, necessary to promote a positive employer-employee relationship.
  • Collects continuous feedback from employees on their levels of engagement and alignment, working closely with business leaders and employees to improve work relationships, build morale, and increase productivity and retention.
  • Acts as the HRIS Analyst. Troubleshoots issues; builds, generates, and analyzes complex reports; provides training to other users.
  • Project manages departmental new technology conversions and implementations.
  • Works with the VP of Administration and Legal Counsel in the areas of workforce planning, succession planning, disciplinary action, and labor relations.
  • Identifies and proposes changes needed to mitigate risk.
  • Facilitates the change process when necessary.
  • Manages all digital and analog HR databases including but not limited to the HRMS, HR Drive, personnel files, company organizational charts, various employee listings, and other forms of compiled data.
  • Administers the compensation program; monitors the performance evaluation program and revises as necessary.
  • Administers the employee training and development program.
  • Performs benefits administration, including claims resolution, change reporting, administer open enrollment, and communicating benefits information to employees.
  • Manages the employee life cycle from recruitment to termination, including active participation in the recruitment process, onboarding activities, monitoring career pathing, and conducting exit interviews.
  • Acts as a strategic talent management partner to Managers and Directors, identifying people gaps and opportunities.
  • Handles employee relations counseling, outplacement counseling and exit interviewing.
  • Participates in administrative staff meetings and attends other meetings and seminars.
  • Evaluates reports, decisions, and results of department activities relative to established goals.
  • Partners in developing department goals, objectives, and systems.
  • Ensures compliance with federal, state and local employment laws and regulations, staying abreast of existing employment laws and impending changes.

Qualifications

Education and Experience:

  • Bachelors Degree in Human Resources Management or related field
  • Minimum of five (5) years of progressive HR experience
  • PHR certified preferred or plans to take exam in near future
  • Experience is a unionized environment strongly preferred

  • Familiarity with MS Office suite

Working Conditions 

  • This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. 

Physical Requirements 

  • While performing the duties of this job, the employee is regularly required to talk or listen. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. 
  • This position requires the ability to occasionally lift office products and supplies, up to 20 pounds. 

Direct Reports

This position does not have supervisory duties.

Benefits

Benefits: AAAJ offers a generous benefit package to its employees. All benefit descriptions are in place as of the date of this letter and are subject to change.

Group Health: Employees who work 20 hours or more per week on a regular basis are eligible to enroll in group health plans – medical, dental, vision, life and accidental death and dismemberment, and long-term disability – on the first of the month following a full month of employment. 

Retirement: Employees are eligible to participate in the 403(b) Retirement Plan upon hire. After 1 year of service, AAAJ contributes to the employee’s account. Employer contributions to the employee’s plan is on a matching basis. The plan is tiered, beginning at 3% - as the number of service years increases, the employer contribution increases up to a maximum of 6% of the employee’s base salary.

Vacation: New hires do not accrue vacation during the first six (6) months of employment. You will accrue 3.08 hours of vacation per pay period from 6 months and 1 day through 12 months of service.

Holidays: There are14 paid holidays in addition to the days between Christmas Day and New Year’s Day.

Sick Leave: As a new employee, you will be provided a pro rata amount of 80 hours sick leave based on your hire date. Each January, thereafter, employees are provided 80 hours of paid sick leave. Unused sick time is rolled over from year to year but at no time will an employee have more than 120 hours of sick time available.
