Position Title: Scattered Sites Program Property Coordinator


The team at Shelter Plus Care (SPC) works closely with service providers and landlords all across King County. Shelter Plus Care (SPC) is a federally funded rental assistance program managed by Plymouth Housing Group in partnership with King County Housing and Community Development. The program contracts with service agencies to provide housing subsidy and supportive services to over 800 formerly homeless households with disabilities. Participants live in rental properties throughout King County. The SPC Manager is responsible for leading a team of administrative staff, working across Plymouth's departments and within the larger community. The Manager trains new partners on program requirements, and maintains ongoing contact with agencies about tenancies and program operations. The position is responsible for completing annual clinical file review and administrative monitoring of each partner agency to maintain compliance with contract requirements. The Manager works with program staff and IT to achieve high data quality and timely reporting, effectively managing grant funds in coordination with Finance.

Subsidy Management/Tenant Participants

Oversee and ensure regulatory compliance of procedures involving participants, including:

•Review applications for eligibility; authorize program enrollment.

•Landlord and unit enrollment, rent reasonableness analysis, unit inspection.

•Annual tenant and unit recertification processes.

•Timely and accurate review and effective controls for all program payments.

•Coordinate termination process with service agency and King County Housing and Community Development staff.

Agency Relationship Management

•Review participating agencies' staffing capacity and past performance as demonstrated in monitoring visits, monthly verifications of participant households, and timely reporting for the Annual Performance Reports.

•Train new agency staff on the Shelter Plus Care Administrative Plan and program procedures for eligibility, leasing, subsidy payment, income recertification, and reporting.

•Conduct annual monitoring visits with King County to review clinical files, housing records, and program administration; ensure agencies are meeting regulatory and contractual requirements for participation in program.

•Staff SPC Coordinating Committee; track agenda items, prepare and distribute meeting materials.

•Facilitate and track the annual subcontracting and MOU service match process between Plymouth and sponsor agencies.

HMIS Compliance/SPC Database Maintenance

•Supervise the Data Entry Assistant in entering and reviewing required data; collaborate with Plymouth's IT department in complying with City/State/County HMIS reporting requirements.

•Coordinate needed maintenance and enhancements to SPC Agency database with Plymouth Database Administrator and contractors.

Financial Management/Contracting/Audits/Reporting

•Track spending in each grant and produce monthly reports for the requests for funds to King County. Distribute Rent Schedule to agencies and King County monthly.

•Coordinate with Finance department in review of the SPC administrative invoicing reports monthly.

•Support the reconciliation of grant funds in partnership with the Controller and Senior Accountants.

•Coordinate annual funding renewal application process with Plymouth's leadership and King County staff.

•Support Plymouth's annual contract renewal with King County in partnership with Plymouth's leadership.

•Serve as primary point person for audits and monitoring visits conducted by HUD, King County, and independent auditors.

•Coordinate SPC annual reporting in conjunction with King County staff and sponsor agencies.

•Coordinate IRS 1099 reporting process with Plymouth's Finance Department.


•Maintain staff by selecting, orienting, and training employees; maintaining a safe, secure, and legal work environment; and developing personal growth opportunities for staff.

•Support staff by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.

•Complete staff performance appraisals annually.

Education: Bachelor's degree in relevant field or equivalent combination of education and experience.

Required Experience: Demonstrated administrative and project management experience in a clinical setting and/or housing organization. Demonstrated leadership and staff development skills; minimum two years or more of direct supervisory experience.

•Strong problem-solving, organizational, time and project management skills.Demonstrated ability to communicate clearly and effectively, orally and in writing.

•Ability to develop and sustain successful relationships and effective communication with individuals and community groups from a wide variety of cultures in a professional, respectful and engaging manner.

•Committed to working toward cultural proficiency in providing services to tenants and working with Plymouth staff.

•Proficient and experienced with Microsoft Office applications; particularly Word, Excel, PPT and Outlook. Must be able to work efficiently and effectively with customized databases and technology, and conduct Internet research.

Licensure/Certification: None required.


•Clinical experience focused on homelessness, chemical dependency, chronic mental illness, and/or AIDS is strongly preferred.

•Experience with rental subsidy regulations, landlord tenant law, and social service programs helpful.
