Brooklyn Defender Services is seeking applications from experienced data analytics professionals with strong statistical backgrounds for the position of Data Scientist.

DESCRIPTION

Brooklyn Defender Services (BDS) represents approximately 30,000 clients per year in a variety of legal proceedings in New York City, primarily providing indigent criminal, family, and immigration defense. We also provide legal representation for our clients on a wide range of matters that impact their lives including housing, education, and employment. We are one of the largest public defense providers in the United States; representing people who have diverse, complex, and multi-faceted needs in a high volume and fast-paced setting.

Running a cross-practice initiative, BDS’s Science & Surveillance team works (a) to investigate government and private entity use of new science, surveillance, and data analysis techniques; (b) to educate BDS staff, communities, and representatives on those techniques, our individual rights, and the increasing infringement of civil liberties by the government; and (c) to advocate against the weaponizing of junk science, biased algorithms, and unlawful surveillance of Brooklyn’s communities. Cognizant of the rise of the New Jim Code, the Science and Surveillance team seeks to shine a light on the creeping digitization of punishment, while also thinking critically about ways to leverage big data tools in service of our clients and their individual cases.

As the first on-staff data expert on the Science & Surveillance team, the Data Scientist will join a new, cutting-edge, and innovative practice that is breaking new ground. Under the general direction of the Special Forensic Science Counsel, the Data Scientist will be responsible for strategic data analysis for use in litigation; devising data strategies for maximizing available data streams in defense of our clients; and consulting with BDS attorneys regarding police, prosecutorial, and governmental use of big data techniques.

RESPONSIBILITIES:

• Develop and maintain an understanding of the evolving data and analytics landscape for the legal systems that BDS practices within (e.g. understanding the datasets and tools available to various external parties including the police, prosecutors, and government agencies, how they are used, and how such use affects BDS clients).

• Serve as staff scientist and consultant on legal cases or advocacy initiatives that involve governmental use of big data techniques.

• Develop and maintain expertise in BDS’s existing data infrastructure and streams of unstructured data (e.g. extracting and summarizing text entries in legal forms), and contribute to planning for new data architecture and long-term growth of that architecture.

• Develop, cultivate, and maintain robust datasets and new databases to support BDS’s litigation and advocacy.

• Collaborate with the IT team on data management infrastructure, tools, and policies.

• Innovate by creatively deploying analytical tools, methods, and techniques, including identifying new use cases, piloting concepts, and implementing methods for using data to achieve BDS’s goals.

• Produce clear and concise materials for a non-technical audience about existing or proposed data solutions and data planning.

• Explain data analyses—conducted by the Data Scientist in-house or by outside entities including the New York Police Department—to our legal teams such that those teams are able to meaningfully leverage those findings in legal proceedings and documentation.

QUALIFICATIONS AND SKILLS

1. Passion for Brooklyn Defender Services’ mission with a demonstrated commitment to the struggle for social justice for people who are arrested, facing family separation, or facing deportation;

2. Lived personal experiences, backgrounds, or identities that mirror the experiences, backgrounds, or identities of the clients and communities BDS serves;

3. 5+ years of work and/or research experience in data science and analytics;

4. Advanced Degree in data-related field, e.g. mathematics/statistics, computer science, data science, quantitative research in social science, etc., or Bachelor’s Degree in data-related field combined with work experience in the field;

5. Intermediate to expert level proficiency in SQL, R, and/or Python;

6. Self-motivated and organized: Able to work independently, plan and execute own work, and manage priorities and deadlines;

7. Ability to produce analyses and ensure quality and accuracy of own work product such that it can withstand the scrutiny of in-court presentation;

8. Intense curiosity and a desire to learn, develop new skills, and stay up-to-date with emerging technologies;

9. Strong problem-solving and critical thinking skills;

10. Strong interpersonal skills and ability to work collaboratively across interdisciplinary teams;

11. Ability to exercise excellent judgment, discretion, and confidentiality; and

12. A strong interest in using data in support of legal defense and to address racial, economic, and other inequities in the legal system.

ADDITIONAL PREFERRED QUALIFICATIONS:

1. Experience working in a legal environment;

2. Intermediate to expert level proficiency in data visualization;

3. Experience in geographic analysis tools and techniques;

4. Familiarity with building predictive models;

5. Familiarity with Azure and AWS; and

6. Experience working with external APIs.


This is a full-time, exempt position. Salary is commensurate with experience, starting at $80,000 for candidates who meet the minimum requirements of the posting.
