Position Summary: The Budget Manager is a critical role in the cradle-through-college and careers mission of Children’s Aid by facilitating a high level of resource planning to ensure that we can continue to provide high-quality, data-driven programming to all of our high school program participants. The Budget Manager reports directly to the Deputy Director of Budget & Operations, Youth Division and works closely with the Children’s Aid Central Office to prepare and provide timely budget information to Youth Division Site Directors and other management personnel. The Budget Manager ensures programs have sufficient support in the areas of purchasing, payroll and accounts payable; government funded contract management and to support strategic and effective resource allocation thus helping innovative and successful programs expand their reach. The Budget Manager will play an important role in the month-end close out of private and publicly-funded contracts for the Youth Division and the Collective Impact group while ensuring compliance with the contracts.

Responsibilities:

  • Collaborate with Youth Division leadership to assist in developing annual budgets and multi-year budget plans for    sites, programs and new initiatives
  • Support the Budget Directors and Central staff with the monthly closing for Youth Division contracts, ensuring    systems are in place to achieve timely and accurate monthly closings
  • Coordinate bi-weekly payroll and timesheet submission for select staff
  • Provide strategic and timely advice to Youth Division leadership that enables them to make responsible and informed    decisions about program expenditures to maximize funding available
  • Create monthly division-wide and site/program-specific expense and revenue reports and communicate data to various    internal audiences with diverse levels of understanding of budgets and budget plans
  • Work with funders, regulators, and outcomes managers to ensure complete compliance with all budgetary and other    contractual and grant requirements
  • Handle staffing and Other Than Personal Service (OTPS) expense changes through salary reallocations and adjusting journal entries
  • Collaborate with Children’s Aid Central Fiscal Department to handle claims for grants and contracts, effectively    maximizing all dollars available from the funder
  • Create and monitor Staff/OTPS Tracking spreadsheets and approve and revise changes as needed
  • Review funds management and reconciliation of cost centers, ensuring appropriate spend-down of all public and private    grants/contracts in a timely and responsible manner
  • Provide assurances that expenditures are properly tracked, documented, and recorded in appropriate cost centers.
  • Request the creation of new GL cost centers and add new cost centers to purchasing cards lists, Workplace expense    tracking workflow systems, etc.
  • Review Personnel Action Notices (PANs) and keep track of staffing changes against budget
  • Supervision of the Budget Analysts and support training of the Business Managers
  • Other duties, as assigned

Qualifications:

  • Bachelor’s Degree in Business Administration, or related financial or administrative field required; or equivalent advanced work experience accepted
  • At least 6 years budget management or oversight experience, experience with complex budget planning preferably in not-for profit organizations with multiple funding sources
  • Committed to the mission of Children’s Aid and Positive Youth Development
  • Proven track record of using data to inform and improve practice linked to positive program outcomes
  • Strong organizational and project management skills and ability to manage multiple projects at a time
  • Established proficiency with Microsoft Office Applications (Excel, Word, PowerPoint)
  • Possess superb administrative management skills
  • Have ability to handle sensitive information with detail and discretion
