The Council of State Governments (CSG) Justice Center is a national nonprofit, nonpartisan membership association, representing state officials in all three branches of government, with policy and research expertise to develop strategies that increase public safety and strengthen communities. The CSG Justice Center is one of the most robust criminal justice organizations in the country, composed of approximately 120 employees with decades of experience in law enforcement, community corrections, court administration, housing, mental health and addiction services, state prisons, local jails, juvenile justice, education, workforce development, and victim advocacy. Staff here have served governors, state legislators, and members of Congress on both sides of the political spectrum. What we're doing:

Safety and justice deserve better data. That is why one of our newest and largest strategic initiatives is Justice Counts. Justice Counts is a multi-year, national campaign to design and implement a set of metrics across state and local justice agencies that help policymakers and the public better understand and improve the justice system. Justice Counts launched in 2020 and is led in partnership with, and funded by, the U.S. Department of Justice's Bureau of Justice Assistance (BJA), along with an unprecedented coalition of state and local leaders. How you'll fit in:

The director of strategic initiatives will provide leadership, exceptional project management, and enthusiastic vision to our strategic initiatives. Presently and most urgently, that includes the ambitious, multi-year national Justice Counts initiative. You'll supervise a project team of three full-time staff dedicated to the project and coordinate the efforts of nearly a dozen staff internally who are responsible for research, communications, contracts, and technical assistance. Externally, you'll be responsible for managing relationships with 21 contracted partner organizations and working closely with policy advisors and leadership at BJA and the Office of Justice Programs.


What you'll do:

Specific responsibilities of the director of strategic initiatives include the following:


  • Collaboratively develop and refine a vision and strategic direction for the new and emerging strategic initiatives in partnership with funders and strategic partners.
  • Lead the facilitation and utilization of the Justice Counts national steering committee to inform and champion the initiative and metrics.
  • Engage and strengthen partnerships across the Justice Counts coalition to promote the metrics, further the campaign's goals, and build momentum generally for the initiative.
  • Create and drive a plan to implement the Justice Counts metrics across different criminal justice system stakeholders.
  • Conceptualize, design, implement, and manage technical assistance efforts to implement the Justice Counts metrics across state and local justice agencies in at least 10 initial pilot states.
  • Work with the internal team and partners to secure additional funding opportunities for the initiative and develop compelling pitches to funders that support current operations and emerging activities.
  • Regularly present on Justice Counts at national conferences and other key venues.


What you'll bring:

  • Ability to interact effectively with diverse people in different contexts and foster equity and inclusion through self-awareness, cultural sensitivity, and valuing others
  • Dedication to public service with an unfailing commitment to act with civility, be nonpartisan in performing CSG Justice Center duties, and be a responsible steward of member and donor funds
  • At least 10 years of management or policymaking experience in criminal justice, data-driven policymaking, research, data analytics, social impact campaigns, or other directly relevant fields
  • Deep experience and expertise in leading or participating in collaborative, participatory planning efforts involving government, nonprofit, community, philanthropic, and private sector partners
  • Track record of working with, securing agreements, and achieving collaborative results with both local and state government justice agencies and high-level government officials
  • Considerable experience in fundraising and funder stewardship
  • Extensive experience with data-driven policymaking, performance measurement, and/or collective impact approaches
  • Strong leadership skills with an orientation toward creative thinking and achieving outcomes
  • Excellent oral communication skills, including the ability to effectively distill and present complex information in a concise way and inspire an audience
  • Proven ability to build consensus around an initiative's goals and tactics; ability to expertly manage collaborative decision-making processes with internal and external stakeholders
  • Willingness to travel up to several times per month, when safe to do so


Education Requirements:

  • A bachelor's degree in criminal justice, political science, public policy, sociology, urban planning, public administration, or a closely related field
