The Senior Researcher is a vital team member of the Center for Policy Analysis and research (CPAR). CPAR is responsible for new and existing research and policy analysis and initiatives, including the National Racial Equity Initiative, of the CBCF, and the dissemination of information thereof in CBCF’s core focus areas of Education, Public Health, Economic Empowerment and Global Justice. She/he reports to the VP, CPAR/LI.

Reporting to the Vice President of the department, the Senior Researcher is responsible for policy analysis, research, and data collection important to ensuring successful establishment and progress in the planning and execution of policy forums, and preparation of printed materials and presentations for different audiences. The incumbent will be responsible for supporting and assisting the VP of CPAR/LI in the production of policy analysis and research central to the CBCF’s efforts to establish a world class research strategy aimed at eliminating disparities in the global black community. He/she will serve as a liaison between departments and ensure efficient and effective completion of CPAR deliverables.

The incumbent must understand the policy needs and concerns of a diverse black community and have the data mining ability and technique to collect, analyze, synthesize, and disseminate research to a wide range of audiences and stakeholders. He/she will serve as the internal point of contact for the department and key collaborator to utilize a variety of sources to research and analyze key topics; as well as provide research and analytical input illustrating the socioeconomic impact of public policies critical to the black community across CBCFs core policy areas. The incumbent must have excellent organizational skills.

C.   Indirectly Supervises: None

D.   Type of Supervision Received: Minimal supervision.

E.   Internal Relationships: Close coordination with VP of CPAR & the Leadership Team, Director, NREI, other members of the CPAR team and thought partners/organizations. Works closely with other departments including President’s Office, Resource Development, External Affairs and the Communications and Marketing Department to facilitate and leverage research initiatives.

A.   Essential duties and responsibilities include the following:

·       Utilizes research and analytical skills for data collection, data mining, and analysis in an effort to inquire, examine, find or review facts using relevant knowledge.

·       Engage team members to identify informational needs and deliverables.

·       Utilizes a variety of sources to research and analyze topics.

·       Prepares preliminary findings and translate data into written text and data illustrations to communicate information to others.

·       Assists in the production of fact sheets, issue briefs, reports, and policy recommendations in CBCF’s core areas.

·       Assist in collecting and reviewing data such as surveys, focus groups, and questionnaires.

·       Works closely with VP in planning and execution of policy forums and events with sponsors and stakeholders.

·       Assists CPAR with research projects and deliverables including obtaining and reviewing information from relevant sources.

·       Other administrative and research tasks as needed.

B. Additional Functions

·       Represent CBCF on internal planning committee and task forces (mostly internal, but sometimes external.)

·       Effectively collaborate with staff and consultants in connection with large scale research projects.

·       Effectively manage and balance research and administrative responsibilities and deliver against organization goals and objectives.

·       Utilizes Excel and PowerPoint; and data analysis software such as SPSS.

·       Develop and maintain database and critical contact lists of stakeholders and sponsors.

·       Responsible for other duties and projects as assigned.

C. Required Special Skills

·       Effective communication of CPAR deliverables and action items across and in collaboration with other CBCF departments.

·       Comprehensive knowledge of public policy and the federal legislative and regulatory process.

·       Effective oral and written communication and presentation skills in a range of formats, to include briefings reports, fact sheets, articles and blogs.

·       Utilize quantitative and qualitative expertise for data collection and analysis.

·       Possess transferable analytical and statistical skills in policy areas outside of expertise.



Incumbent must communicate with stakeholders on a national and local level to positively influence the effectiveness of CBCF in achieving its objectives. The Senior Researcher must follow and adhere to federal, state and local ethics laws, as well as CBCF business conduct policies. Failure to comply can result in penalties for the organization and the incumbent.


A. Knowledge: B.A. in public policy, statistics, economics, business, political science, education or public health; (Master’s degree candidates will also be considered). 3-5 years post-graduate, professional experience conducting research and/or policy analysis in a social policy research organization, academic institution, or governmental agency or office preferred, but not required.

B. Skills and Abilities: Excellent statistical and cognitive skills. Must be resourceful, collaborative, and methodologically sound in data collection and analysis. Excellent quantitative and qualitative skills and ability to gather and interpret data or documentation in order to synthesize information. Exceptional written and oral communication skills and ability to work effectively and efficiently with multiple teams. Effective time management with the ability to prioritize and manage multiple projects simultaneously to meet ongoing deadlines in a fast-paced environment. Must demonstrate organization, planning and verification skills; plus attention to detail with ability to proofread and edit is required. Strong Internet navigation abilities and other computer skills required. Excellent statistical skills and strong working knowledge of SPSS. Experience with qualitative research a plus. Proficient in Microsoft Word, Excel, and PowerPoint; and knowledge of Microsoft Access and qualitative data analysis software preferred.

C. Physical Requirements: Applicant must be confident and reliable with the ability to work well in a fast-paced environment with strict deadlines, ability to work long hours, weekends, and moderate travel. Must work well under pressure and be able to manage simultaneous priorities. The ability to handle periods of heavy workloads effectively and efficiently is an essential function of this position.
